Reporting to the Manager, Infection Control & Infectious Diseases, this position participates in the planning, development, implementation and evaluation of the city-wide Communicable Disease Liaison Unit (CDLU) program. 

Job Responsibilities: 

  • Supervises frontline staff (e.g., Public Health Inspectors, Public Health Nurses, Support Assistants,) and provides ongoing consultation, direction and guidance to staff related to assigned work. 

  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, and recommends disciplinary action when necessary. 

  • Motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others. 

  • Provides input into program planning, implementation and evaluation. 

  • Develops and implements detailed project plans and policies/procedures aligned with program specific requirements which are compliant with relevant legislation and divisional policies and procedures (e.g., Health Protection and Promotion Act, Laboratory Specimen Collection Act, Occupational Health and Safety Act, Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) Public Health Information Privacy Act (PHIPA), Ontario Human Rights Code, Ontario Public Health Standards, etc.).

  • Provides expert guidance as required to internal (e.g., other TPH programs, emergency medical services) and external (e.g., CDLU facilities, schools, federal and provincial governments and cultural communities) stakeholders and individuals (e.g., physicians, infection and control practitioners)

  • Establishes networks and liaises with staff/management from other programs, community agencies and governments to negotiate/coordinate service partnerships, advocate for program needs and share expertise, in consultation with the manager.

  • Maintains knowledge of the communicable disease database, and ensures data entry is accurate for statistical analysis and interpretation.

  • Takes on call responsibilities as assigned for the Communicable Disease Control Programs, including supervision of investigators, seeking guidance from associate medical officers of health on call, during evenings and weekends. 

Key Qualifications: 

Your application must describe your qualifications as they relate to: 

  1. Post-secondary education in a related discipline (health, nursing, or similar) or equivalent combination of education and experience. Possession of C.P.H.I. (C) certification and/or licensure as a Registered Nurse in the province of Ontario would be considered an asset. 

  1. Extensive experience in case investigations, contact follow-up and outbreak management with a variety of diseases of public health significance. 

  1. Extensive experience coordinating, monitoring, and evaluating complex public health investigations, ensuring timely risk assessment, accurate documentation, and adherence to legislative, policy, and program requirements. 

  1. Extensive Experience utilizing public health information systems, performance metrics, and data analysis to monitor program outcomes, support reporting requirements, and drive evidence-informed decision-making. 

  1. Considerable experience analyzing epidemiological, clinical, and operational information to inform decision-making, identify trends, assess risks, and implement effective interventions. 

  1. Considerable experience managing multiple concurrent projects, coordinating diverse teams and stakeholders, monitoring project milestones and deliverables, and implementing effective solutions to improve program performance, service delivery, and public health outcomes.

  2. Experience establishing and maintaining effective working relationships with hospitals, healthcare providers, community partners, and government stakeholders to support coordinated public health action.

  3. Highly developed interpersonal skills with the ability to establish effective working relationships and to interact effectively with individuals and organizations within the community, including physicians and health care facilities. 

  4. Familiarity with computerized information systems such as iPHIS. 

  5. Knowledge of collective agreements, City guidelines and policies, applicable statutes, municipal by-laws, and relevant legislation including Health Protection and Promotion Act, Employment Standards Act and Occupational Health & Safety Act.

  6. Ability to work flexible hours, which may include overtime, shift work, evenings and weekends depending on the nature of the Public Health emergency. 

  7. Possession of a valid Ontario Class "G" Driver's Licence and access to a vehicle would be an asset.
