Job Description:

 

To supervise the planning, development, implementation, work distribution, and evaluation of an assigned City-wide Health Protection directorate program overseen by Toronto Public Health (TPH). To provide expertise and oversee work efforts focused on disease prevention and control, surveillance and monitoring, health promotion, environmental health, emergency preparedness, and advocacy for health equity, ensuring compliance with program guidelines and pivoting of resources to address urgent needs.

 

Major Responsibilities:

 

  • Supervises frontline staff (e.g., Public Health Inspectors, Support Assistants, etc.) and provides ongoing consultation, direction and guidance to staff related to assigned work.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work.
  • Authorizes and coordinates vacation and overtime requests.
  • Monitors and evaluates staff performance, approves salary increments, hears grievances, and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Provides support and advice to staff when dealing with complex politically and/or culturally sensitive situations (e.g., accompanying staff on inspections and investigations, attending meetings with the public, community groups or elected officials).
  • Plans, implements and evaluates program policies and procedures. Supervises the development of Continuous Quality Improvement (CQI) Indicators for programs, providing input and guidance to staff.
  • Supervises investigations and health concerns relating to the Health Protection mandate.
  • Ensures that cases and contacts of diseases of public health significance are properly assessed, investigated, managed and followed up as per Ontario Public Health Standards, provincial and local legislation, and TPH's policies and procedures.
  • Ensures the Program is compliant with relevant legislation and standards, (e.g., Municipal Freedom of Information and Protection of Privacy Act, Health Protection and Promotion Act, Ontario Human Rights Code, Workplace Harassment, Occupational Health and Safety, Confidentiality, etc.). Keeps abreast of changes to legislation impact scope of work.
  • Periodically reviews epidemiological data, aggregate patient data, health systems data, and health research data, to track disease trends, assess risk factors, inform policies, and allocate resources effectively.

 

Key Qualifications:

 

Your application must describe your qualifications as they relate to: 

 

  1. Possess a Certificate in Public Health Inspection for Canada CPHI(C), in good standing.
  2. Considerable experience in carrying out inspections and investigations.
  3. Considerable experience in enforcing public health legislation relating to environmental health (e.g., Health Protection and Promotion Act)
  4. Experience in supervision of staff and/or leadership of staff groups.
  5. Possess a valid Ontario Class "G" Driver's License and daily access to a vehicle.
  6. Ability to establish, coordinate and maintain effective working relationships with other levels of government, city divisions, public, community stakeholders and staff
  7. Knowledge of Ontario Public Health Standards, programs and services and familiarity with related Ontario statues and their application.
