Job Description:

 

This is an exciting opportunity for a politically astute professional with a track record of successfully managing community engagement strategies while ensuring the effective operation of a team.

 

As the Supervisor, Outreach & Special Projects (Engagement Standards & Operations) within the Parks & Recreation (P&R) Division, you’ll provide senior-level strategic oversight of divisional engagement initiatives and support the effective management of the entire Community Engagement Unit. Reporting to the Manager of Public Consultation, you’ll provide senior-level coordination of engagement initiatives that support divisional and corporate priorities and play a crucial role in structuring, managing, and streamlining team operations to meet branch, divisional, and corporate objectives.

 

Your supervisory responsibilities will include supporting the development and implementation of detailed engagement plans and processes that support divisional engagement objectives and facilitating the effective operation of the team. Able to promote and foster teamwork, you will supervise the day-to-day operation of all assigned staff, from work scheduling and staff training, encouraging innovation and ensuring high standards of work quality, organizational performance, and continuous learning.

 

Another integral part of this role will involve undertaking special projects on behalf of the General Manager and the senior management team in response to emerging issues, including retaining consultants and managing project budgets. You will also support divisional business operations in the development of project plans and objectives, and coordinate all phases of the project, from staff and budget resource identification, to project evaluation and final reporting.

 

With your political acuity, judgement, and insight, you’re well prepared to monitor publicly and politically sensitive issues, and work to address them in collaboration with the General Manager's Office and Strategic Communications. Your ability to influence and mobilize internal and external staff and stakeholders to achieve desired results will also be evident as you coordinate internal and external initiatives in collaboration with strategic interdisciplinary teams and represent the Division on corporate and divisional workgroups and committees, and with other agencies and stakeholders.

 

Key Responsibilities:

 

  • Oversee public engagement projects and strategies and ensure alignment with divisional and corporate objectives.

  • Supervise, support, and review the work of assigned staff, promoting a culture of innovation, collaboration, and high performance.

  • Manage internal team operations, including the development and administration of onboarding and training programs.

  • Maintain and update the team's office manual to ensure consistency in engagement procedures and processes.

  • Manage and organize team data systems to support accurate project tracking, data analysis, and reporting, ensuring insights are accessible for performance evaluation and decision-making.

  • Provide oversight of all engagement-related webpages and web content, ensuring accuracy, accessibility, and alignment with City policies.

  • Act as a senior advisor on engagement best practices, ensuring the division meets high public engagement standards.

  • Lead special projects that enhance the efficiency and impact of the engagement team and support divisional objectives.

  • Monitor emerging engagement trends, technologies, and best practices to inform ongoing improvements.

 

Key Qualifications:

 

  1. Post-secondary education in Communications, Public Affairs, Public Administration, City Planning or a related field, or equivalent combination of education and experience.

  2. Considerable experience managing community engagement strategies and projects, preferably in a municipal or public sector environment.

  3. Considerable leadership experience, including supervising staff and fostering high-performance teams through high-quality onboarding and training.

  4. Experience working with and maintaining large data sets.

  5. Ability to promote and foster teamwork as well as influence and mobilize internal and external staff and stakeholders to achieve desired results.

  6. Excellent analytical, problem-solving, negotiating and customer service skills.

  7. Strong technical competency in web content management, stakeholder engagement tools, and digital communication platforms.

  8. Proficiency with Adobe Creative Suite products.

  9. Excellent oral and written communication and interpersonal skills, with the ability to structure and present information concisely and logically to both internal and external stakeholders.

  10. Proven political acumen, judgement, and insight.
