Job Description
Reporting to the Manager – Transportation Review, the Supervisor will have direct responsibility for providing technical, administrative and leadership expertise in the review, evaluation and response to all types of development applications, including Committee of Adjustment applications, Zoning By-law Amendment applications, Subdivision applications, etc. The Supervisor will also have direct responsibility for proposals associated with permanent road closings from a traffic planning perspective, in accordance with City policies, guidelines and standards, Planning Act of Ontario, and the Toronto Municipal Code. The Supervisor will also represent the Division at various meetings. Specific responsibilities include, but are not limited to:

Implements detailed plans and recommends policies/procedures regarding program specific requirements.

Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.

Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Ensures equitable and safe use of the right-of-way and compliance with the regulations and takes appropriate measures to resolve hazardous or illegal situations.

Recommends program options to address specific issues of economic, social, cultural and right-of-way within the Division's mandate.

Prepares comprehensive correspondence, reports to City Council and Standing Committees on policies, procedures and complex issues related to public right-of-way.

Negotiates, mediates and facilitates resolution to issues related to development review and transportation matters raised by councillors, individuals and special interest groups.

Analyzes, develops, implements, monitors and adjusts business practices and systems in accordance with sound engineering/planning and the tenets of sound public administration. Leads staff by imparting a strong customer focus to service delivery, and ensuring a responsive approach to meeting client needs and expectations.

Advances the interest of the City with respect to right-of-way or real estate agreements with developers, private owners, etc., with a view to optimizing return and developing long term sustainable relationships given the prevailing economic, social, and cultural imperatives.

Coordinates approval of development applications from a transportation perspective, issuance of permits and the maintenance of records and collection of fees.

Ensures municipal interests and public safety are achieved through the administration and regulation of activities and enforcement within public rights-of-way.

Represents the unit at Community Council meetings, public meetings, Ontario Land Tribunal (OLT), Court and Tribunals and conducts seminars and media interviews to promote the goals and objectives of the Department.
Key Qualifications:

Completed post-secondary education/training pertinent to the job function or equivalent combination of education and experience.

Considerable experience in Transportation Planning/Engineering with emphasis on undertaking and reviewing various transportation studies (Traffic Impact Assessment Studies, Parking Studies, Transportation Corridor Studies, etc.) including the use of specialized transportation software (i.e., Synchro/SimTraffic, VISSIM, etc.).

Considerable experience in a leadership role, supervising front line staff in a customer service function, and working cooperatively with external stakeholders and other departments.

Experience in making presentations, speaking to community groups and the public, chairing and moderating meetings and briefing senior officials. Excellent written and oral communication.

Experience implementing and developing work management systems.

Ability to make and defend recommendations on transportation infrastructure improvements to mitigate impact of development related traffic and accommodate all modes of travel that are projected to be generated by development proposals.

Understanding of the development application/review process, as governed by the Planning Act of Ontario.

Strong ability to operate as a member of a self-directed management team (i.e. project team, etc.) and work closely with stakeholders and consulting with clients.

Superior analytical, interpersonal, problem solving and conflict resolution skills.

Familiarity with government legislation in the area of Occupational Health and Safety.

Possession of a valid Ontario Driver's License and access to a personal vehicle is considered an asset.
