The primary function of Supervisor, Roads and Sidewalks is to provide leadership, direction and supervision to staff for the maintenance of all roads, structures, sidewalk repairs, street sweeping and flushing, curb cuts, utility cut repairs, catch basins and maintenance hole repairs, boulevard repair, grass cutting, leaf collection, safety systems, ditches/culverts, bridge repairs, emergency repairs and winter maintenance activities (ploughing, salting, snow removal).

 

Major Responsibilities:

  • Inspects and monitors various maintenance contractors and to discern deviations from accepted standards/contractual agreements and take appropriate action as necessary.
  • Prepares appropriate schedules, plans, and work orders to perform daily operation work including assigning staff to crews in an equitable manner; training staff as required; ensures proper equipment is available to crews; assigning crews specific items of work.
  • Coordinates claims and attends discoveries on behalf of the city.
  • Ensures work is carried out efficiently and safely in accordance with City and Departmental Policies and Practices, Occupational Health and Safety Act & Construction Standards including any necessary stakeout or permits.
  • Monitors equipment performance during the daily maintenance activities and provide feedback on the performance to the Superintendent, Area Road Operations.
  • Provides front-line customer service by investigating and responding to concerns from residents, councillors, external agencies and City divisions; conducts site meetings and investigates customer service complaints.
  • Ensures optimal performance of road maintenance equipment by monitoring its condition daily and by scheduling appropriate preventive maintenance.
  • Supervises work carried out after normal working hours, during shifts, on weekends and in inclement weather.
  • Prepares written and oral reports as required.
  • Data entry into MAXIMO and the Toronto Municipal Maintenance System (TMMS) and other forms of enterprise asset management systems.
  • Supervises and develops staff through performance management, attendance monitoring, coaching, training, scheduling and vacation planning.
  • Liaises with internal and external clients including utility companies relating to work within the district.
  • Determines work that is to be performed by contractors.
  • Ensures contractors are following Department Specifications, Construction standards and Health and Safety requirements.
  • Reviews and approves all payments to contractors including negotiations of extra work, change orders and claims.
  • Liaises with Fleet on a regular basis to ensure PMCVI, CVOR and other maintenance requirements are completed in a timely and cost-effective manner.

 

Key Qualifications:

  • Post-Secondary education in a discipline pertinent to the job function or equivalent combination of education and experience.
  • Considerable experience with road maintenance, road construction procedures and yard operations.
  • Considerable experience using data entry systems such as Maximo, TMMS or other relevant enterprise asset management systems.
  • Experience in planning, supervising, and directing the work of staff and handling day to day personnel issues, including staff on 24 hours, 7 days per week shift.
  • Experience in a leadership role in a customer service function working closely with staff, various stakeholders as well as consulting with clients.
  • Possession of a valid Ontario Class “G” Driver’s license with the ability to pass a test to be qualified to receive a City operator’s permit.
  • Ability to drive in inclement weather conditions.
  • Ability to communicate effectively and professionally both orally and in writing.
  • Demonstrated leadership and organizational capabilities and the ability to work in a self- directed team environment.
  • Ensures that the work completed by the contractors is measured correctly for payment and work is completed in accordance with specifications and standards, health & safety requirements and other statutes and regulations that applies.
  • Working knowledge of the Occupational Health and Safety Act and applicable regulations, Collective Agreement, Highway Traffic Act, related Labour Legislation, Human Rights Code, etc.
  • Ability to read and interpret technical drawings and documents.
  • Knowledge of SAP, TMMS and RACS systems or other municipal maintenance management or budget systems will be an asset.
  • Must be able to work shifts, standby assignments and outside standard working hours to support operational requirements.
