Job Summary
The City of Toronto's Parks & Recreation (P&R) division is looking for an experienced and innovative Supervisor Training & Compliance to join the Enterprise Work Management Solution (EWMS) project team.
Reporting to the Manager Parks, and collaborating with the Sr. Change Management Consultant, the Supervisor Training & Compliance will lead the development, delivery, and evaluation of a comprehensive training plan for both unionized (primarily L416 frontline outdoor labour) and management Parks staff for the rollout of a large-scale implementation of a new work management system on IBM Maximo. As part of the EWMS training team, the Supervisor Training & Compliance will report to Metro Hall for designated in-office days and will be required to work on-site at various Parks yards and other city/P&R locations across the City to meet with stakeholders and deliver training.
We are looking for someone to support the rollout of the Enterprise Work Management project (EWMS) by advising on, overseeing, and coordinating initiatives and projects related to training and development for this transformative technology project. The incumbent will lead a team of trainers and provide strategic advice, learning/eLearning solutions, implementation approaches, analysis, and program delivery leadership to meet the continuous improvement model.
The Supervisor Training & Compliance will assume the lead role in the development and application of technology to address complex learning needs, leadership development, compliance training, and staff development and education. The incumbent will provide leadership through the full training cycle, which involves needs analysis, learning solutions design, curriculum development, and implementation and evaluation strategies.
What will you do?
- Plan, develop and deliver training to support quality client service, advance professional development, and ensure compliance with applicable program, service, and legislative requirements, directives, and mandates.
- Develop and conduct training evaluations and related activities e.g., focus groups, surveys, questionnaires, and analyses data to improve staff’s knowledge, skill acquisition, and technical training; measure staff learning and increase in knowledge from the training and review behavioral change and performance improvement after applying skills/training.
- Lead a team of trainers in the management of the training portfolio.
- Motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourage innovation in others.
- Collaborate with team and stakeholders to support the development of procedures to reflect processes, workflows, and requirements.
- Implement detailed plans and recommend policies/procedures regarding program specific requirements.
- Create divisional, branch, and/or business unit-specific learning content for a variety of delivery methods including instructor-led in person training at multiple city/Parks locations across the city; eLearning; job aids and learning guides; multimedia programs; and virtual training and other computer-aided instructional technologies.
- Lead the development of training curricula and tailor course plans to address the learning goals and objectives of the Division's various stakeholders, particularly in a unionized environment.
- Conduct needs assessment to identify performance gaps, gathers requirements and data to identify performance issues and potential causes, articulates measures of success and expected outcomes.
- Support the division in improving job performance through training solutions and to mentor frontline supervisors to support them in coaching their staff.
- Regularly review and update training materials to ensure up-to-date, relevant content that effectively and efficiently addresses divisional operational requirements and enables learner engagement.
- Model leadership behaviours in the workplace and in the classroom and influences staff to demonstrate corporate values, climate, and tone; create and maintain a positive and professional learning environment.
- Deal with confidential and sensitive information affecting staff, operations, resources, and finances related to divisional processes, functional policies, programs, strategies, and investigations of a confidential nature.
- Engage vendors and monitors vendor performance to ensure services are carried out in accordance with the specified terms and conditions.
- Prepare various formal project documents such as Requests for Information, Proposals, Quotations, Statements of Work and Service Level Agreements as required.
- Inform and educate managers and business users on the potential of learning and eLearning, related technology trends, the effective use of eLearning business and technology solutions through several types of information/education sessions and demonstrations (e.g., online workflows, portal technology, system connectivity, data etc.).
- Develop and maintain a quality assurance framework and administer monitoring/tracking mechanisms for the purpose of regulatory reporting, continuous improvement and document and records management.
- Stay abreast of current learning technology (formal, informal, social learning, eLearning) and industry best practices; research and identify a wide range of emerging eLearning issues, evaluation strategy, and implementation approaches applicable to the TPS environment.
- Ensure all training provided to divisional staff is documented in the City’s online learning inventory, ELI; ensure divisional training is also captured for all staff in ELI.
- Monitor and maintain training records for the division’s staff and provide the project team and divisional leadership teams regular updates.
- Ensure resolution of training support cases related to programs operated by the Division.
Key Qualifications:
- Post-secondary education in Adult Education, Educational Technology, or Instructional Design or the equivalent combination of education and related experience.
- Considerable experience in the design, development, and delivery of diverse training programs (e.g., in-person, virtual, self-directed), using instructional design methodologies and adult/or education principles that support diversity and accessibility.
- Considerable experience identifying training needs, researching, and delivering learning solutions, including large-scale or organization-wide initiatives and technology change projects.
- Experience supervising or managing staff, including leading and facilitating workgroups, motivating teams, and evaluating performance. Unionized environment would be an asset.
- Familiarity with digital learning tools and systems (e.g., Articulate Storyline, Captivate, Adobe Creative Suite, Learning Management Systems) is considered an asset.
- Experience with IBM Maximo an asset.
- Experience working in or with the Parks Branch is an asset.
- Excellent communication and organization skills.
- Experience with Learning Management System functionalities and standards (such as SCORM, AICC, etc.) an asset.
- Extensive knowledge of Microsoft Office products in order to create reports, spreadsheets, presentations and exams (e.g. Word, Excel, PowerPoint).
- Ability to engage and collaborate effectively with internal partners/stakeholders and to provide learning advice and counsel.
- Knowledge of eLearning standards and best practices (such as accessibility) as well as emerging learning technologies (e.g. social learning, eLearning, blended learning).
- Strong project management skills with ability to work in a fast-paced environment, managing changes and competing priorities.
- Ability to travel to City of Toronto work locations across the city including parks, Parks yards and other city locations.
- Ability to have/maintain a valid Province of Ontario, Class “G” Driver’s License with access to a personal vehicle is an asset.
- Ability to occasionally work flexible hours, which may include early mornings, evenings and weekends.
- Due to operational requirements, you must be able to travel to various City of Toronto work locations across the GTA, including parks, park yards, and other City facilities. At times, you may be required to exceed the minimum 2–3 day in-office as outlined in the City’s Hybrid Work Program.
- Knowledge of the Ontario Occupational Health and Safety Act, the Accessibility for Ontarians with Disabilities Act, and Collective Agreements.
