Join the City of Toronto’s Technology Standardization Delivery team as a Senior Business Transformation Consultant. In this role, you will contribute to the success of the City and the Division by providing value-added consulting services and support to senior leadership and solution delivery teams in the areas of business architecture such as business capability modeling, process modeling and improvements, requirement gathering and solution mapping.

 

Reporting to Manager of Enterprise Solution Architecture and Transformation, you will support City’s key business and technology transformation initiatives through working with business clients and technology teams to collect and map out business strategic vision and connect business strategy to technology implementation while identifying opportunity to optimize process, encourage sharing from both business and technology perspectives.  

 

Major Responsibilities:

Your primary responsibilities as Senior Business Transformation Consultant will be varied. Specifically, you will:

 

  • Identifies and analyzes current business strategies, processes and practices, taking into account evolving business environment, and technology trends, public sentiment and City strategic objectives
  • Identifies, researches, conducts feasibility analysis, in coordination with divisional business representatives, and recommends business transformation opportunities such as employing emerging technologies and/or process redesigns to effectively deliver City services
  • Leads identification of potential creative technology business integration opportunities through knowledge of industry trends and related divisional technology projects
  • Leverages and applies Business Analysis and Architecture frameworks (e.g., BABOK, TOGAF) and reference models such as MRM (Municipal Reference Model), develops and maintains enterprise, program and project level artifacts and transformational roadmaps including but not limited to models describing:
    • Business motivation (strategies, goals, objectives, measures);  Business context (stakeholders and relationships);
    • Business capabilities;
    • Programs and services;
    • Business processes and reusable patterns;
    • Information and information flow;
    • Business resources
  • Documents and analyzes business processes and conducts work flow analysis and business process modelling in accordance with the Business Process Model and Notation (BPMN) standard
  • Provides leadership in the effective translation of business needs into business requirements for subsequent translation into solution architecture; ensures traceability and alignment with the approved business architecture
  • Provides business transformational leadership in the evaluation, selection and recommendation of strategies, technical solutions and professional services; liaises with vendors and contractors in the overall architecture blueprinting phase of the solution delivery process
  • Provides leadership, innovation and expert consultation and documentation in support of all stages (Concept, Definition, Planning, Execution) of a project or initiative to all members of a project team/initiative
  • Leads, facilitates and contributes to the documentation of conceptual business service improvements that will lead to cost effective and innovative service delivery
  • Provides applied business transformation advice and support to business areas and to the Technology project managers and directors while maintaining enterprise focus; provides input into project planning, including analysis and evaluation of various project options; identifies, analyses the impact of both business and technology risks; proposes risk mitigation options and approaches
  • Prepares data models, entity relationship diagrams and a variety of reference models using industry standard diagramming techniques and software
  • Works closely with various project and service delivery stakeholders, such as solution and data architects, project managers, project directors, Business Transformation Consultants, business analysts, business and Technology subject matter experts as well as business executives within the context of solution and service delivery towards achieving common goals Accounts to senior Technology Management and senior business stakeholders in the design, creation and sustainment of complex, transformational, multi-stakeholder projects and initiatives
  • Leads the client community and, with key inputs from relevant Technology sections (e.g. Enterprise Architecture, Project and Portfolio Management, Solutions Development and Sustainment, Technology and Infrastructure Services), co-ordinates, organizes and documents a central library of concepts that streamline capital business case creation and contribute to the overall Technology Portfolio
  • Evaluates and makes recommendations on alternative methods of delivering Technology services to the client community to ensure a greater degree of operational effectiveness and contribute to the facets of eService
  • Designs or modifies, in collaboration and consultation with divisional representatives and various project stakeholders, business processes to derive more efficient service delivery to support City programs and initiatives.
  • Supports leadership team in championing and promoting awareness of appropriate business architecture and business/process analysis concepts, methods, tools, best practices and value with Business Analysts and senior business stakeholders across all Divisions, establishing a Business Transformation Centre of Excellence
  • Prepares and/or supervises the preparation of various formal contractual documents, e.g., Request for Information (RFI), Request for Proposals (RFP), Request for Quotation (RFQ), Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreements (SLAs)
  • Supports financial analyses in relation to project and annual capital budget planning processes
  • Contributes to divisional Technology planning process and provide input into various components of the City of Toronto Programs
  • Prepares reports to management supporting recommendations on changes in technology solutions, business methods and business processes including appropriate staffing levels and resource allocation
