Job Summary:
To provide expertise and advice related to Project & Work Package Management; Feasibility & Business Case; Business Requirements, Analysis & Design; Programming & Testing; Training & Documentation; Implementation & Rollout and, maintenance/enhancements.
Major Responsibilities:
- Establishes and maintains business relationships with clients to discuss/assess clients needs.
- Prepares project charter, statements of work and project plans.
- Identifies risks and prepares action plans to mitigate.
- Conducts or leads team in delivery of projects or work packages.
- Liaises and co-ordinates with internal & external groups on accomplishment of deliverables.
- Prepares and presents status report and variance explanation for projects or work packages.
- Prepares findings & "Lessons Learned" from post-implementation project reviews.
- Assesses, analyzes, evaluates and recommends process & policy alternatives for projects & work packages.
- Redesigns business principles, processes, policies and standards by recommending best practices and improvements to current processes.
- Determines business requirements and builds consensus amongst clients.
- Prepares Business Plans, Gap Analysis, Logical Data Models and Design documents for proposed solutions that leverage information & technology as part of the solution.
- Provides input to Data Management teams on transformation of clients' business requirements.
- Recommends improvements to current methodology, process, standards, and policies.
- Assists staff in understanding of business processes and logic.
- Liaises with staff in development of test strategy, test cases & test scripts for system, performance, usability and acceptance testing of system solutions developed.
- Leads team to draft implementation & rollout strategies and plans.
- Conducts walk-through of deliverables to identify potential problems.
- Prepares training material and documentation for use by clients and staff.
- Conducts training for client and their staff.
- Collaborates with clients on "Go / No Go" cut-over decisions e.g. roll-outs.
Key Qualifications:
- Post-secondary education in Computer Science or a related discipline or an equivalent combination of education and experience.
- Extensive experience in designing and developing enterprise applications using Java Enterprise Edition and microservices architectures, including RESTful web services with JSON, and modern Web-based user interfaces, with strong expertise in ExtJS.
- Extensive experience in designing and implementing application and system monitoring solutions, including logging, alerting, and automated reporting, using WMI, PowerShell, batch scripts, and logging frameworks, to ensure system reliability, performance, and SLA compliance.
- Considerable experience in database development, including data architecture, data modelling, ETL processes, and performance optimization with Oracle 19c.
- Considerable experience in data analysis using Oracle PL/SQL and SQL to extract, report, and generate business insights, trends, and metrics from enterprise data.
- Considerable experience with software version control (e.g., GitHub, Bitbucket), business intelligence tools (e.g., Jasper Reports, Crystal Reports, and PowerBI), and process design tools (e.g., Visio).
- Considerable experience in application security, data privacy, and audit logging , including implementing and reviewing access controls, tracking database and application changes, and ensuring compliance with regulatory and organizational standards.
You Must Also Have:
- Excellent verbal and written communication, problem-solving, leadership, facilitation and interpersonal skills.
- Strong customer service orientation along with the ability to establish and maintain effective stakeholder relationships.
- Ability to work effectively as a team member, collaboratively in a multidisciplinary team environment and independently, as required.
- Advanced time management and estimation capabilities, and ability to perform several tasks and projects concurrently.
- Knowledge of current and emerging technologies and skills to evaluate and recommend new technology for introduction into a complex technical environment.
- Ability to develop, maintain and execute both test plans and disaster recovery plans.
- Ability to work flexible hours including days, afternoons, nights and weekends, as required.
- Ability to be on call for support of production systems, as required.
- Ability to travel across various office locations within the City of Toronto, as required.
