The City of Toronto’s Social Development, Finance & Administration Division plays a vital leadership and support role in developing and implementing a social inclusion and community safety agenda for the City, fostering safe, strong neighbourhoods and communities, promoting community engagement, and advancing life skill opportunities for youth.
Through its three Sections, the Division identifies, and responds to, community social needs – from undertaking social planning and trend analysis, to developing social policy responses. With your strong understanding of the history, goals and strategies of Anti-Black Racism movements in Canada, and of race and racism issues, you’re ready and eager to play a pivotal role within the Division as a champion of inclusion, adult education leader and catalyst for change.
As a Training & Development Consultant, Confronting Anti-Black Racism, you’ll provide key leadership in the Confronting Anti-Black Racism (CABR) Unit, from conducting research, to developing, implementing and overseeing the corporate Confronting Anti-Black Racism training programs. One of your top priorities will be to support initiatives that ensure inclusion of an Anti-Black Racism lens in customer service delivery, recruitment and promotion of Black talent across all City of Toronto divisions.
Reporting to the Manager – Confronting Anti-Black Racism, and in collaboration with the Unit’s Policy Development Officers, you’ll lead the development and delivery of curriculum and corporate learning programs for City divisions, agencies, boards and commissions (ABCs), to ensure that an Anti- Black Racism analysis is practiced and implemented in both internal and external service delivery at the City of Toronto. Additionally, you’ll co-ordinate with this and other divisions and agencies on the design and development of a corporate training strategy that advances the Toronto Action Plan to Confront Anti-Black Racism.
Conversant with adult education principles, practices and applications, from learning needs assessment, to design, development, delivery, learning metrics and evaluation, and able to facilitate and present training to large groups or audiences, using various programs and technologies, you’ll approve curriculum and deliver training and evaluations of ABR learning courses to City divisions and ABC's. You will also design, develop and implement marketing strategies and develop proposals for external training initiatives and partnerships, including website and related training publications. The ability to learn new database systems (e.g.
e-learning management and electronic tracking systems) to track and monitor course attendance will prove equally valuable in these endeavours.
Senior management will rely on your excellent analytical and critical thinking skills and ability to recommend changes in operational processes such as appropriate staffing levels and resource allocation, as well as evaluate and recommend enhancements to existing training or programs, or the development of new ones. Your fundamental knowledge of organizational effectiveness principles and how they relate to divisional training and development initiatives will be front and centre as you make strategic recommendations to ensure that training and development contributes to overall performance excellence and organizational development.
A politically savvy, persuasive communicator, liaising confidently at all levels in a multi- stakeholder environment, and recognized for your sound judgement and insight in public relations, you’ll represent the Unit at public meetings of sector stakeholders, community groups, social agencies and business organizations for the advancement of the Toronto Action Plan to Confront Anti-Black Racism. And, thanks to your strong customer service orientation, you’re well prepared to provide ABR consultation, education and partnership to ensure that Black community outreach priorities are integrated with City and ABC training and recruitment activities.
Key Qualifications
- Post-secondary education in Training and Development, Adult Education, Public Administration or equivalent combination of related education and experience.
- Considerable experience in developing and delivering end to end adult training, learning interventions and solutions to address current and emerging workforce issues, including Anti- Black racism.
- Considerable experience in planning, developing and implementing enterprise-wide diversity and inclusion-focused programs, services and initiatives as it relates to racism and Anti-Black racism in a major public or private sector organization.
- Considerable experience building collaborative and productive work relationships with key stakeholders including elected officials, residents, community and representative industry groups while consulting and leading organization change initiatives.
- Considerable experience in policy analysis and program evaluation using an anti-oppression framework in the area of equity, diversity & inclusion with a focus on anti-Black racism.
Ultimately, success in this key role will call not only for knowledge of the Canadian Charters of Rights and Freedoms, the Canadian Human Rights Act, the Ontario Human Rights Code and the Anti-Racism Act, but also the ability to support the Toronto Public Service as well as Agencies, Boards and Commissions' values to ensure a culture that champions equity, diversity and respectful workplaces.
