The City’s Traffic Agent Program is a congestion management and public safety strategy that deploys Traffic Agents at key intersections during peak travel periods to actively manage the movement of pedestrians, cyclists, transit vehicles, and motorists across the Toronto road network.
Traffic Agents are appointed Special Constables who direct and control traffic and pedestrians in live roadway environments and interact directly with members of the public, emergency services, and enforcement agencies. The program plays a critical role in reducing delays, improving road safety, and supporting mobility across the city.
The City is seeking an experienced operational leader to serve as Training Supervisor, Traffic Agent Program.
The Training Supervisor is responsible for ensuring Traffic Agents are trained and assessed as operationally competent to safely exercise delegated authority in the public right-of-way. This includes maintaining training standards, documenting competency, coordinating mandatory retraining, and ensuring the program can withstand audit, complaint investigation, and external oversight review.
Reporting to the Program Manager, the Training Supervisor develops, standardizes, and oversees a comprehensive training and competency framework that prepares new recruits for field deployment and supports the ongoing operational readiness of existing staff. The role combines operational supervision, compliance oversight, instructional leadership, and stakeholder coordination in a fast-paced public-facing environment.
In this role, you must be able to travel to various locations in the City, and you will work operational shifts (days, afternoons, nights, weekends and holidays) as required to support program needs and operational continuity.
Major Responsibilities:
- Provide day-to-day leadership and direction to assigned staff and trainees, fostering a culture of professionalism, safety, accountability, and continuous learning. The position establishes and maintains competency standards for Traffic Agents, including practical skill assessment, field evaluation, and documented performance verification prior to independent deployment.
- Plan, develop and deliver operational training and retraining programs that support safe traffic control operations and compliance with legislative, regulatory, and City policy requirements. Working closely with operational subject matter experts, the Training Supervisor designs curriculum, learning objectives, lesson plans, simulations, job aids, and blended learning materials delivered through classroom instruction, e-learning, field exercises, and practical assessments.
- Evaluate training effectiveness using measurable performance indicators and conducts training evaluations through observation, assessments, surveys, focus groups, and data analysis, measuring learning outcomes and verifying behavioural and performance change following training application in live operational environments.
- Conduct field observations and operational audits at active intersections to assess staff readiness, training effectiveness, and adherence to procedures. Where performance issues, incidents, or complaints occur, the Training Supervisor conducts remedial and corrective training, documents performance improvement requirements, and determines return-to-duty readiness.
- Maintain auditable training and competency records in the City’s learning management system and ensures all training and certifications are properly documented and defensible for audit, grievance review, and external oversight.
- Assist the Program Manager with needs assessments by identifying performance gaps, determining root causes, and recommending training or operational improvements. Collaborate with operational and policy staff to develop procedures, workflows, and program standards and participates in continuous improvement initiatives.
- Participate in the recruitment and selection of new Traffic Agents and contributes to onboarding and readiness evaluation.
- Support uniform and equipment readiness by ensuring appropriate use of personal protective equipment and required operational equipment.
- Coordinate with internal divisions, Toronto Police Service stakeholders, and external partners to implement effective traffic management practices and ensure alignment with Special Constable program requirements.
- Prepare reports, briefings, and correspondence related to program operations, training standards, and policy matters, and represent Transportation Services at meetings with the public, councillors, and other government partners.
- Provide input into and administers assigned budget, managing vendors and ensuring that expenditures are controlled and maintained within approved budget limitations.
- Work operational shifts as required to support program needs and operational continuity.
- Special Constable Status:
- All supervisors must be able to obtain and maintain Special Constable Status in accordance with the Community Safety & Policing Act and with any established agreements throughout their employment as a Training Supervisor, Traffic Agent Program.
- All candidates must be at least 18 years old, a Canadian citizen or permanent resident of Canada, and of good character.
- All candidates must provide proof that they meet the educational requirements outlined in the Community Safety & Policing Act 92 (g).
- Must meet all written, physical, and interview screening requirements established for appointment as a Traffic Agent (Special Constable), including successful completion of all pre-employment assessments, police background checks, and fitness standards required to perform operational traffic control duties in the field.
- Must be able to pass a background investigation to obtain Special Constable Status.
- Successful candidates are required to complete and pass Special Constable Training and Ontario Police College testing and all other mandatory training and assessments to be considered for this position in accordance with the Community Safety & Policing Act and established agreements with the Toronto Police Services Board and all City of Toronto policies and procedures, and be appointed as a Special Constable by the Toronto Police Services Board.
- Must complete and successfully pass all required in-field training and competency assessments for continued operational deployment as a Traffic Agent Supervisor and demonstrate advanced operational proficiency and subject-matter expertise consistent with supervisory responsibilities.
- Successful candidates must be able to maintain their Special Constable status throughout their employment and will need to comply with all requirements of the Community Safety & Policing Act, Memorandum of Understanding between the City of Toronto & Toronto Police Services Board, Traffic Agent Code of Conduct, and all City of Toronto policies.

- Assignment of Badge Number and Special Constable ID number
- Maintain Special Constable status in accordance with all legislation and agreements
- Completion of in-field training
Key Qualifications:
- Post-secondary education in Justice Studies, Adult Education, and /or eLearning, or an equivalent combination of education and/or relevant experience.
- Considerable experience planning, supervising, and directing the work of staff, including leading and facilitating workgroups, motivating teams, and monitoring and evaluating performance, preferably within a unionized, public-sector, or enforcement-related environment.
- Considerable experience working in customer-service and public-facing environments and are comfortable interacting with staff, stakeholders, councillors, and members of the public.
- Experience identifying training needs, conducting research and designing, developing, implementing, and evaluating diverse training programs (e.g., in-person, virtual, and self-directed), using instructional design methodologies and adult education principles.
- Experience applying legislation and regulatory standards to operational procedures, staff direction, and training content, including interpreting and operationalizing requirements from legislation such as the Community Safety and Policing Act, the Highway Traffic Act, and the Ontario Traffic Manual.
- Must possess and be able to maintain a current valid Ontario Class "G" Driver's License, the ability to obtain City driver's permit and must have a personal vehicle for business use. You must be able to travel to various locations in the City to perform duties of the role.
- Proficiency with learning management systems (LMS), training technologies, and training documentation practices and can maintain accurate, auditable records.
- Demonstrated sound judgement and ability to make operational decisions in dynamic environments where safety, legal authority, and service delivery must be balanced.
- Strong interpersonal, communication, facilitation, and conflict resolution skills and can effectively lead meetings, focus groups, and training sessions.
- Strong financial management skills in monitoring and maintaining expenditures within approved budget limitations.
- Ability to work shifts and stand for long periods of time in live traffic in various weather conditions including, but not limited to, snow, rain, cold, and heat.
- In-depth knowledge of, legislation, codes, and by-laws including: Highway Traffic Act, Municipal By-Law Enforcement Act, the Provincial Offences Act and Provincial Court Operations.
- Familiarity with and knowledge of the Occupational Health & Safety Act, the Human Rights Code and related Orders including Accommodation for Ontarians with Disabilities Act.
- Excellent interpersonal, written and verbal communication skills to provide a high-level of public service in responding to a variety of diverse situations (i.e. the public, emergencies, and law enforcement officials).
- Ability to use computer applications (e.g. Microsoft Word, Excel, for word processing and database management) to provide clear, timely and detailed documentation for investigations, enforcement activities, and incident response.
