Transportation Services Division’s Planning Design and Management section is seeking Transportation Engineers for the analysis, design, implementation and management of complex multi-modal quick build and civil reconstruction capital projects across Toronto. In these positions, you will help to shape the future of Toronto's streets with a focus on active transportation, safety and comfort to create a more livable, equitable and resilient city and keep Torontonians moving safely.
The following Units are seeking Transportation Engineers:
Cycling and Pedestrian Projects Unit (temporary, 16 months): Accountable for the integrated design and delivery of cycling and pedestrian infrastructure including new sidewalks, and on and off-street bikeways. You will support the Senior Engineer of the Design and Engineer Team in the design and implementation of the Cycling Network Plan including quick build and civil reconstruction bikeway projects across Toronto. You will plan, analyze, design and review bikeway projects, guide and support the delivery, develop/review technical policies and standards, coordinate with other municipal infrastructure and delivery agents and communicate with internal and external stakeholders and the public.
Vision Zero Projects Unit (permanent): Accountable for integrated design and delivery of programs and projects related to the City’s Vision Zero Road Safety Plan. You will oversee and guide the design and delivery of multi-modal projects that help advance goals in adopted City policies like Vision Zero Road Safety Plan, Missing Link Sidewalk Policy and TransformTO. You will plan, investigate and prepare designs, reports and/or recommendations for geometric safety improvements, with a focus on the local road network. Furthermore, you will manage projects, including contracts concerning multi-modal engineering challenges with support from Senior Project Managers and other team members.
In these roles, you will be working in hybrid work model, following City of Toronto's Workplace Modernization Program, supported by the City’s Remote Work Policy.
Major Responsibilities:
Technical Design Knowledge, Research and Analysis:
- Develop preliminary and functional engineering design, oversee stakeholder coordination, construction quality control and assurance, tenders and contract management and delivery of capital projects that implement cycling infrastructure, road safety improvements and Complete Streets features.
- Review drawings, engineering studies, specifications, plans and cost estimates to support planning and delivery of capital geometric safety improvements, cycling infrastructure and sidewalks.
- Review signal drawings and coordinate new signal installations for bikeway projects.
- Prepare engineering analysis, evaluate and recommend new systems, work procedures and technologies.
- Perform site visits for preliminary assessments, safety reviews, and inspections of bikeway projects.
- Prepare Request for Proposals, Request for Quotations, contract plans, specifications and estimates for tenders. Evaluate tendered bids, make recommendations for award of contracts, and prepare change directives and payment certificates.
- Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
Best Practices Knowledge, Relationship Building and Consultation:
- Maintain an up-to-date knowledge of technological developments, corporate policies, practices and guidelines, legislation and initiatives by other jurisdictions in the fields of bikeway design, Vision Zero approach to traffic safety, safe systems, geometric design (TAC, NACTO, OTM), multi-modal traffic engineering and analysis.
- Understand the intersection of equity and transportation engineering process.
- Liaise with and resolve conflicts with internal and external stakeholders, members of public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
- Manage assigned programs and projects, ensure effective teamwork, communication and high standards of work quality to advance the initiatives of the unit in a complex municipal environment.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Must be registered as a Professional Engineer (P. Eng) in good standing with Professional Engineers Ontario (PEO).
- University degree in Civil Engineering, Transportation Engineering or equivalent combination of education and experience. Education and experience in multiple disciplines is an asset.
- Experience in applying transportation engineering concepts and Complete Streets principles and designs as they relate to all modes of transportation and all aspects of transportation including road safety, accessibility, connectivity, maintenance, placemaking, and sustainability.
- Experience in applying the principles of active transportation engineering and transportation equity goals in addition to Municipal, Provincial and National standards, specifications and guidelines related to urban sustainable traffic, roads, road safety, trees, and streetscapes.
- Knowledge and proficiency in traffic modelling software such as SYNCHRO or Vissim is an asset.
- Proficiency in using one or more of AutoCAD, Civil 3D, Bentley Microstation or InRoads and the application of AutoTURN in developing functional and detailed geometric designs would be an asset.
- Proficiency using ArcGIS to analyse data to inform strategic project planning and capital coordination decisions would be an asset.
- Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual, the Occupational Health and Safety Act, Accessibility for the Ontarians with Disabilities Act and any other legislation related to the job summary.
- Highly developed personal, interpersonal and team skills with the ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers, the public and other internal and external clients and stakeholders.
