Major Responsibilities:

  • Responds to 311 service request calls and to claims received by the City’s insurance adjudicators to determine the root cause of concerns. Involved in claim reports, information gathering, discoveries and assists with completing undertakings. Conducts investigations to confirm the level of escalation, ensures concerns are addressed.
  • Determines best course of action based on severity and potential risk of emergency using evidence gathered on-site, knowledge of City infrastructure and other internal resources. 
  • Coordinates with internal and external partners such as utility companies, contractors and City of Toronto divisions to manage and monitor work orders, and progress. Conducts inspections for maintenance contracts. 
  • Conducts investigations and audits and presents findings. Conducts follow up communication with the public, elected officials, other agencies with respect to complaints and requests received. 
  • Utilizes a variety of computer applications and computer skills to support investigations, inspections, and responses to customer service requests, including data input and preparing professional email communications.
  • Provides information and conducts inspections of contracted work involving maintenance operations, e.g. cleaning and/or repairing utility cuts, cracks and catch basins, ground maintenance and asphalt patching. 
  • Conducts routine inspections and investigations in the right of way to ensure compliance with legislative requirements and standards and specification such as the City of Toronto Act, Planning Act, Building Code Act, Ministry of Labour/Transportation/Environment legislation, Health & Safety Act, Highway Traffic Act, Provincial Minimum Maintenance Standards (MMS) etc. 
  • Reports non-compliance with the O.H.S.A. and other applicable regulations. Makes, recommends and takes corrective action. 
  • Provides information to contracted snow removal crews to salt or plow as required for both the road and sidewalk. Patrols and inspects routes during winter operations, to ensure salting/plowing. 
  • Ensures safety of work sites; e.g. bridging of trenches with planked platforms for pedestrians. Channels traffic and ensures that traffic control and equipment are employed at work sites, in accordance with safety guidelines. 
  • Attends job site meetings to discuss progress, resolve problems (e.g., completion dates, finalization, non-compliance). Records, types, and distributes minutes of these meetings. Liaises with the general public, contractors, utilities, city staff and other agencies. 
  • Acts as the primary contact to respond to concerns raised by residents and internal divisions of the City of Toronto, external agencies and City Councillors and protect the interest of the City while complying with City policies and legislative requirements. 
  • Performs minor roadway and sidewalk repairs and set ups as required, including pothole repairs, traffic control set-up and takedown, and general site maintenance. Marks areas on roads, sidewalks, curbs, and gutters for repair or construction and is able to read and interpret architectural drawings to support contracted work. 
  • Responsible for seasonal duties such as salting and shoveling as required. The removal of discarded debris and construction materials within the public right-of-way (ROW). Performs some physically demanding tasks including lifting sandbags, filling potholes with cold mix, construction material/debris and maintaining safe, clean work areas.
  • Investigates construction sites to assess conditions and determine outstanding issues. 
  • Conducts field inspections and audits on work being conducted by third party to ensure adherence to approved plans. 
  • Prepares material samples for laboratory testing. 
  • Measures repaired/constructed areas to calculate payments to contractors. Maintains records and reports any deviations from the contract specifications to ensure correction. 
  • Loads and unloads materials such as salt, sand, cold mix asphalt, cones, signs and shovels. 
  • Liaises with utility companies, contractors and other municipalities regarding road maintenance repairs. 
  • Collects and documents evidence and records such as correspondence, photographs, videos, written notes. 
  • Prepares daily reports including materials/equipment used, hours worked, quantities of work items completed and other relevant information. 

 

Your application must describe your qualifications as they relate to: 

  1. Experience with road maintenance procedures, materials, transportation infrastructure, and Minimum Maintenance Standards (MMS).
  2. Experience patrolling roads, sidewalks, and highways; inspecting construction activities and municipal infrastructure; investigating hazards and deficiencies; with knowledge of municipal regulations and service level requirements.
  3. Experience with computer programs such as Microsoft Word, Excel, Maximo / or equivalent work management software, and mapping applications, or equivalent experience with similar software for documentation, reporting, and data input.
  4. Experience coordinating with contractors for summer and winter-related services, including maintenance, repairs, and operational support.
  5. Possession of a valid Class “G” Driver’s License issued in the Province of Ontario, with the ability to obtain and maintain a City of Toronto driver’s permit

 

You must also have: 

  • Knowledge of construction materials and applicable material tests. 
  • General knowledge of the Occupational Health and Safety Act and the regulations that apply to this work. 
  • Ability to work a rotating shift, extended hours as required and in inclement weather/road conditions during weekdays, weekends and statutory holidays. 
  • Ability to carry out measurements and maintain records. 
  • Ability to inspect road construction and maintenance work under the direction of an Inspector, Supervisor, Senior Engineer or Superintendent. 
  • Must be physically capable to perform required duties. 
  • With the appropriate safety precautions, must be able to tolerate heights, dusty, noisy, odorous conditions and confined spaces. 
  • Ability to read and write and communicate effectively. Ability to plan, prioritize, organize and work independently. 
  • Ability to travel between base location and other Road Operation Yards across the City of Toronto as required.
