As a key member of the Toronto Paramedic Services leadership team, the Deputy Chief will help to drive operational excellence and shape the future direction of Toronto Paramedic Services. Reporting to the Chief, the Deputy Chief leads with empathy, integrity, and innovation- we are looking for someone with a passion for leading and mentoring people, with a results-oriented nature.

 

The Deputy Chief position requires a collaborative, emotionally intelligent leader who successfully drives performance while genuinely caring for the people they support. You build trust quickly, communicate clearly, and are comfortable providing advice to Council and senior City leadership. As an expert change leader, you are not afraid to bring innovative, new ideas to the table and champion those ideas with City leadership and within your team.

 

In addition to providing strategic advice, leading innovation and change, and mentoring your team, you will:

  • Provide strategic and operational direction to City leadership, ensuring efficient, high-quality service delivery.
  • Inspire and lead a diverse, multi-disciplinary team by fostering a culture of psychological safety, equity, innovation, and continuous improvement.
  • Lead major cross-functional initiatives such as clinical quality management, response time improvement, hospital offload delay strategies, and outreach to underserved communities.
  • Guide emergency planning and disaster response strategies, including responses to CBRN threats and inter-agency agreements.
  • Build and maintain strong, trusted relationships with City Council, community representatives, and key stakeholders at all levels of government.
  • Develop and manage complex budgets, identifying innovative funding opportunities and reducing reliance on the municipal tax base.
  • Champion labour relations and workforce planning, including collective agreement negotiations and resolution of sensitive HR matters.
  • Ensure compliance with Ministry of Health accreditation standards, proactively preparing for inspections, certifications, and audits.
  • Share overall command of Toronto Paramedic Services on a rotating basis as on-call Deputy Chief, serving as incident commander for major emergencies and attending community events arising during the on-call cycle.
  • Establish service priorities through environmental scans, analysis of existing operations, best practices and the legislative framework, and lead the development and implementation of training and certification standards.
  • Direct the effective resolution of complaints from the public, health care agencies and other public services, ensuring fair, transparent and consistent investigative processes.

 

Key Qualifications

  1. Considerable successful senior management experience within emergency services or healthcare settings.
  2. Considerable experience handling labour relations matters, leading and motivating a diverse, multi­-functional workforce with a strong ability to foster teamwork, communicate a vision, engage team members, manage change and establish and operate in an environment that promotes excellence.
  3. Considerable experience in providing strategic advice and communicating with senior management and political staff on sensitive and confidential issues including familiarity with municipal governance policies, issues, all relevant legislation, municipal programs and services.
  4. Experience leading complex projects from inception through to implementation while balancing political, community and other stakeholder interests.
  5. Considerable experience in initiating, leading and implementing proactive and progressive change in order to redesign and implement business processes, policies and strategies to facilitate improvements within critical timeframes.
  6. Sound knowledge and understanding of the principles and practices of high performance paramedic services systems and the requirements of the Ambulance Act.
  7. Highly developed human and public relations skills with the ability to communicate both orally and in writing at all levels of the organization, with various political levels and the community and develop effective working relationships with all stakeholders.
  8. Experience with financial reporting processes, including budget control, forecasting and interpreting financial reports.
