Embarking on a transformative journey, the Technology Services Division is reshaping its culture and service delivery approach, focusing on four key priorities:

Reporting directly to the Chief Technology Officer this role provides strategic leadership in the design, development, and execution of core software development, integration services, and solution delivery. The position also oversees enterprise systems program leadership across the City of Toronto.

This role is pivotal in advancing core city services by leading divisional systems programs, supporting the technology needs of City Council priorities, and offering thought leadership in solution design, platform engineering, and the modernization and rationalization of the existing system landscape.

Specifically, you will provide leadership in the areas of:

Design & Delivery Leadership:

 

  • Spearhead core delivery programs for the City of Toronto, driving digital experience, corporate systems, platforms, and divisional applications.
  • Develop and implement IT capabilities for both internal and external stakeholders, enhancing platform adoption as a strategic enabler while meeting the evolving technology needs across the City of Toronto.
  • Lead core development and integration efforts across multiple domains, ensuring successful delivery and outcomes of the Technology Service IT work program.
  • Oversee the implementation and sustainment of solutions across business solutions, digital services, enterprise, and business platforms.
  • Develop and deliver on application modernization roadmaps in partnership with infrastructure, program delivery, cyber and business teams.
  • Champion solution design practices across direct and indirect programs through a unified resource and capability model.
  • Establish and apply standards across applications and technology solutions, aligning with organizational policies while adopting a practical approach to achieving key objectives and mandates.
  • Design and implement technology programs that enhance overall business performance, aligning with long-term strategic goals, ensuring compliance, and fostering operational excellence.
  • Establish governance frameworks and performance metrics to monitor and evaluate system delivery effectiveness, driving accountability and continuous improvement.

Modernization & Transformation:
 

  • Drive the division's vision by advising senior management on leveraging technology to enhance business processes, achieve strategic goals, and reduce costs.
  • Lead the strategy, delivery, and implementation of large-scale capabilities, including digital services, divisional application development, public-facing services, open data platforms, and solution architecture and design servicesin support of corporate and Council priorities.
  • Champion cloud migration and automation strategies in support of priority programs, scaling capacity and astute financial management.
  • Lead the digitization of key platforms, building on current digital assets, expanding across divisional and city services, corporate platforms, legislative priorities, and corporate & financial platforms.
  • Develop and implement change management strategies to facilitate the adoption of new technologies, minimizing disruptions and maximizing benefits realization.

Partner & Council Engagement:
 

  • Collaborates with finance and procurement teams to optimize supplier relationships.
  • Stay current on City Council agendas, corporate priorities, and divisional business needs, ensuring alignment between the Technology Services Division and core city operations.
  • Promote best practices in innovative solution delivery and deployment, initiating and directing research in new technology development, methodologies, and trends to support Technology Services' mandate and service delivery objectives with partner divisions.
  • Work closely with the CTO, peers, and City leadership to identify and capitalize on opportunities where technology can add value to support program operations and strategic objectives.
  • Provide strategic advice to senior management on corporate systems delivery and technology trends, influencing key initiatives and decision-making processes.

Key Qualifications:
 

  1. Extensive experience leading enterprise solutions and delivery team within a large complex environment.
  2. Extensive experience building roadmaps, programs, and strategy for technology modernization.
  3. Considerable experience leading large, complex projects; ability to advance large-scale programs and projects.
  4. Considerable experience leading a high performing team through change, ensuring continued successful service delivery.
  5. Proven ability to develop strong relationships and work collaboratively, with strong influence and advisory skills.
  6. Experience managing unionized staff is an asset.
  7. Effective communication skills with ability to communicate to both technical and non-technical stakeholders, senior leaders, and governing bodies.
