The City of Toronto is seeking a strategic, collaborative, and action oriented leader for the position of Director, Housing Development Office. This unique opportunity will play a key role in delivering impactful housing projects, helping shape a more inclusive, sustainable, and affordable city.
As Director, you’ll lead major initiatives under the HousingTO 2020-2030 Action Plan and related programs. Your work will connect public land, investment, and policy, advancing housing solutions that meet the needs of communities across the city. This role offers the chance to drive change on one of Toronto’s most urgent and complex priorities- housing supply and affordability.
You will lead a multidisciplinary team delivering high impact housing development projects across Toronto. With a strong understanding of development processes, government systems, and community needs, you'll guide projects from outset through to occupancy.
More specifically, you will:
- Lead strategic housing development initiatives aligned with the HousingTO 2020-2030 Plan, overseeing revitalization projects and advancing city-building objectives.
- Direct the Housing Development Office, managing feasibility studies, funding applications, contract negotiations, design development, construction oversight.
- Oversee large-scale affordable housing programs, ensuring contract compliance, multi-year funding alignment with federal/provincial partners, and adherence to budgetary requirements.
- Develop and maintain partnerships with non-profits, City Council, other levels of government, and community stakeholders, to deliver innovative, inclusive housing solutions.
- Collaborate with partners such as CreateTO, City Planning, and Toronto Community Housing to deliver on housing and related projects.
- Lead organizational performance improvement, drive continuous innovation, and motivate and coach a high performing, diverse team.
- Serve as a key advisor to Council and City Leadership, providing strategic recommendations, resolving project escalations, and responding to public/media inquiries.
- Champion equity-focused, innovative housing programs, ensuring accessibility, sustainability, and community empowerment through targeted policies, investments, and development.
What you bring to the role:
- Extensive senior experience in the development and delivery of housing development and revitalization.
- Extensive experience in the development of new housing with a focus on planning, construction/renovations, project oversight and financial analysis while balancing political, community and other stakeholder interests.
- Considerable experience initiating, leading and implementing proactive and progressive changes in an organization.
- Considerable experience leading, managing and motivating a diverse, multi-functional workforce.
- Extensive knowledge of housing issues and programs with working knowledge of the National Housing Act and other related policies.
- Knowledge of municipal governance structures, services and programs, and the municipal relationship to other levels of government, other funders and the community.
- Well-developed verbal and written communication skills with media relations skills and an ability to inspire and mobilize people.
- A high degree of political acumen, with demonstrated effectiveness in a politically oriented environment.
- Advanced strategic, analytical and conceptual thinking skills with the capacity to understand complex operating and policy issues, evaluation frameworks, performance measures, program inter-relationships and the potential consequences of intended policy action.
- Proven success as a discerning financial manager of large complex budgets requiring strict monitoring and compliance with external terms and conditions.
