Reporting to the General Manager, Parks & Recreation, the Director, Management Services plays a critical leadership role in the strategic management of the division’s financial planning, budget administration, workforce development, and compliance functions.


Overseeing the support for our corporate services functions, the Director provides leadership and strategic guidance relating to financial controls, forecasting, workforce planning, labour relations, health and safety, and contract administration to ensure operational excellence across the division. With a data-driven approach and a focus on continuous improvement, you will lead efforts to enhance financial sustainability, workforce development, and compliance with legislative and corporate policies.


What Will You Do?


Strategic Financial Planning & Budget Management

  • Lead the annual budget planning and business cycle, ensuring alignment with service objectives, financial sustainability, and operational priorities.
  • Oversee financial modeling, forecasting, and resource allocation to support long-term financial planning.
  • Provide leadership on financial controls, risk mitigation, and compliance, ensuring expenditures remain within approved budget limits and revenue plans achieved.
  • Direct finance and administration functions, including accounts receivable, accounts payable, general ledger, reserve accounting, purchasing, and P-card management.
  • Represent the division in budget reviews, financial policy discussions, and administrative committees.
  • Ensure transparent financial reporting and compliance with Auditor General recommendations, corporate audits, and risk assessments.


Workforce Planning & Talent Strategy

  • Oversee workforce planning, recruitment, and retention for both full-time and seasonal employees.
  • Direct the scheduling and payroll administration for unionized positions, ensuring operational efficiency and adherence to collective agreements.
  • Lead organizational development initiatives, including training programs, leadership development, and succession planning.
  • Collaborate with corporate partners to develop strategies for talent acquisition, onboarding, and employee engagement.


Labour Relations & Compliance

  • Provide strategic leadership in labour relations, managing grievance processes, workplace investigations, disciplinary actions, and compliance with five collective agreements (CUPE Local 79, Local 416, and Trades).
  • Advise on labour disruption planning and represent divisional interests during collective bargaining negotiations.
  • Ensure divisional compliance with Occupational Health and Safety (OHS) legislation, labour laws, and corporate policies.
  • Foster a culture of workplace safety, implementing policies and training programs to minimize risk and enhance staff well-being.


Contract & Risk Management

  • Direct contract administration, procurement processes, and vendor management, ensuring adherence to financial and operational best practices.
  • Oversee risk management strategies, including compliance audits, fraud and waste investigations, and policy enforcement.
  • Collaborate with Legal Services, Internal Audit, and other corporate divisions to manage financial and operational risks.
  • Implement preventative measures and quality assurance systems to mitigate potential liabilities related to public service operations.


Corporate & Community Engagement

  • Represent the division at City Council, Standing Committees, and Community Councils, providing expert guidance on financial and workforce-related matters.
  • Build strong relationships with Ward Councillors, community stakeholders, advocacy groups, and business partners to align divisional objectives with public needs.
  • Lead cross-divisional and corporate projects, ensuring successful implementation of financial, workforce, and risk management initiatives.
  • Stay informed on local, provincial, and national trends in public service finance, workforce planning, and compliance, applying best practices to divisional operations.


What you bring to the role:

  1. A university or graduate degree in a relevant professional discipline (e.g. Business, Commerce, Human Resources, Finance) is a strong asset but will not be required for a candidate with extensive leadership experience delivering results in a similar role.
  2. Extensive management experience at a senior level in the key functional areas including financial management, human resource management, general administration.
  3. Extensive experience in the management of complex, high profile, multi-stakeholder projects which require delivery under demanding timeframes and conditions.
  4. Considerable experience in the development and monitoring of annual budgets, operating and capital budgets, using risk management strategies and financial controls.
  5. Knowledge of municipal government functions, priorities and service areas along with an in depth understanding of the critical issues facing large municipal organizations.
  6. Extensive experience preparing comprehensive reports and presentations, analyzing, interpreting and summarizing information for the purpose of presenting and supporting strategic, service and financial decision making.

  9. Ability to establish effective and collaborative working relationships with all stakeholders, employees, client division, outside agencies and/or politicians and other levels of government and build effective relationships within a large, diverse, multidisciplinary environment.
  10. Effective decision maker with a track record demonstrating innovation and results oriented leadership, fiscal accountability, customer service orientation, the ability to promote and foster teamwork, and establish an environment which provides the capacity for staff excellence.
  11. Familiarity with relevant legislation including: the Municipal Freedom of Information Act, Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, Residential Tenancies Act, Occupiers Liability Act, and common law applications etc.
