Major Responsibilities:

 

Reporting to the Director of Distribution and Collection, the Manager of Operations and Maintenance is responsible for the effective leadership, planning, management and coordination of the Water and Wastewater operation and maintenance activities in a district operation.
 

  • Manages the continuous and uninterrupted delivery of water and wastewater services across the City.
  • As part of the management team, provides input and coordination at the district level into the development and roll out of the models to be used for business planning, strategic planning, best practices, performance management standards, bench marking, evaluation mechanism, program reviews, quality assurance, and assists in the development and monitoring of strategic and business plans
  • Develops, recommends and administers the annual operating budget for the respective section, monitors and ensures that the unit’s expenditures are controlled and maintained within approval budget limitations
  • Ensures that financial targets and key performance indicators are actively measured and monitored on a consistent basis and adjusts operating processes to initiate process improvement
  • Provides high quality customer service to clients through improvement strategies including communications, training, public education, technological improvement, best practices, and quality control and assurance programs
  • Ensures a safe work environment by establishing and enforcing strict safety standards and practices across the districts. Ensures compliance with all Corporate and Legislative Requirements to meet operational and environmental, Health and Safety standards and ensures effectiveness & compliance of maintenance and operations
  • Participates in organization and management change initiatives and the creation of a workplace that supports and is conducive to a high level of performance
  • Demonstrates commitment to the organization values and principles Facilitates coordination with divisional managers
  • Supervises the day to day operation of assigned staff including recommending the selection of new employees, granting merit increases, monitor and evaluates performance, assigning work, and effectively handles human and labour relations matters. Authorizes and controls vacation and over time requests
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
  • Directs training and development programs for all staff to meet certification regulatory requirements and related Corporate policies or directives
  • Manages specific works project (capital and operating)
  • Represent the unit in contacts with the media, public, elected officials, or related groups makes recommendations regarding major policy decisions
  • Deals with sensitive information affecting City Operations, assets and resources
  • Contributes to the continuous improvement of the Section’s performance through analysis and the development and implementation of sound management practices and procedures
  • Represents and promotes the district operations as a technical expert at project, organizational and public meetings, and participates in various standing committee meetings, external committees, public meetings, and special projects
  • Confers with consulting engineers, contractors and equipment
  • Suppliers Ensures effective emergency response on a 24 hour basis
  • Implements and utilizes information systems to ensure technology maximizes operational performance

 

Key Qualifications:

 

  1. Considerable management experience gained through progressively more responsible positions in water distribution and/or wastewater collection that include service delivery, financial and project management.
  2. Experience in business planning, customer service, strategic planning, service delivery, project management and operational issues.
  3. Extensive experience in the principles and techniques of municipal water and wastewater operations.
  4. Experience in the preparation of financial budgets and monitoring of expenditures.
  5. Post-secondary education in civil engineering, environmental services, public administration or a closely related field or an equivalent combination of education and experience.
  6. Possession of a Driver’s License, Class “G” or better, valid in the Province of Ontario and be able to maintain same.
  7. Highly developed interpersonal skills, human relations, communication, negotiation, conflict resolution, project management, analytical, and problem solving skills with the ability to interact and communicate effectively with all levels of the organization and to forge solid internal and external relationships.
  8. Ability to obtain a Class 1 Water Distribution Certificate as well as a Class 1 Wastewater Collection Certificate within two years.
  1. Knowledge of the methods and processes of water and wastewater treatment, collection, pumping and distribution.
  2. Ability to make effective decisions that promote and foster teamwork.
  3. Ability to manage change effectively.
  4. Ability to function effectively in a service oriented, politically sensitive environment and to balance the needs of the organization, and customers against available resources.
  5. Ability to establish effective working relationships with all stakeholders, employees, client divisions, outside agencies and/or elected officials and other levels of government.
  6. Knowledge of principles and practices of management and an ability to effectively motivate, manage and lead staff in a fast paced and demanding customer service environment.
  7. Ability to apply innovative municipal business management practices and principals, with emphasis on information and technology, system development and integration.
  8. Knowledge of the Occupational Health and Safety Act and Regulations, Collective Agreements, and related Employee and Labour legislation.
  9. Excellent strategic thinking and planning skills, in combination with strong process flow skills with a sound ability in planning, or working knowledge of all relevant legislation, municipal programs and services.
