Job Description

Reporting to the Manager Financial Planning and Business Analysis , the Senior Budget & Operations Analyst will be responsible for coordinating a full range of financial services to support Solid Waste Management Services including the provision of value-added strategic financial advice to the Senior Management team, operating and capital budget preparation, variance analysis and reporting, forecasting, cost-benefit analyses, financial modeling and other specialized reports; and establish and maintain cooperative and effective professional relationships with Senior Management and staff.


Major Responsibilities

  • Oversees the preparation, analysis, implementation and monitoring of the Divisional Operating and Capital Budgets following both Corporate budgetary guidelines and generally accepted accounting principles and practices.
  • Provides strategic advice on financial, fiscal, economic and management issues for use by Senior Management.
  • Performs analysis and investigation of budget variances including both high level and activity level analysis of expenditures, revenues, complement, gapping performance, and other performance measures; forecasts expenditure and revenue patterns; highlights to Management relevant financial issues with strategic and operational impacts; and recommends options towards resolution of issues.
  • Develops and evaluates financial alternatives and business cases for programs, projects and other initiatives based on a clear understanding of program needs and resource constraints. These may entail developing financial models and sensitivity scenarios.
  • Prepares Briefing Notes, Specialized Reports and Staff Reports for City Council and its various committees for financial implications. Reviews various committee reports to evaluate for financial impacts to the Division.
  • Prepares service level adjustment scenarios and participates in meetings which may involve highly confidential, strategic, operational or labour relations issues such as restructuring, and downsizing.
  • Develops analytical tools, create and maintain financial models and participates in the implementation of Divisional budget and financial control systems, financial monitoring policies and procedures to ensure data integrity and effective cost center management as well as identification of continuous improvement opportunities through ongoing operational reviews.
  • Supports other Divisional financial related projects, such as setting Solid Waste Management Services' utility rates.
  • Monitors and establishes measures to ensure year-end net expenditures do not exceed the approved budget.
  • Ensures compliance with Corporate, financial and administrative directions and policies.
  • Provides direction, training and a coordination role to Budget Analysts, and other support staff in the department and/or divisions on budgeting, complement management, as well as financial policies and procedures. Reviews work assignments of staff to ensure that reports are comprehensive and accurate and that analytical frameworks and methodologies used are sound.
  • Acts as a resource person to management staff and others in budgeting, financial control and all other related financial matters and supports the financial aspects and analysis of other business areas, such as the financial implication of transitioning the City's blue box program to producers.
  • Implements detailed plans and recommends policies regarding program specific requirements.


Key Qualifications:

  1. Recognized professional accounting designation, i.e. Chartered Professional Accountant (CPA), combined with progressive professional experience in business planning and financial management in a large public or private organization or an equivalent combination of education and experience.
  2. Extensive experience in the application of the principles and practices of service planning, service-based performance budgeting, operating and capital budget formulation, analysis, evaluation and controls, financial planning/management processes, generally accepted budgeting principles and techniques, and financial systems with particular reference to public sector organizations. Financial planning experience in the waste sector considered an asset.
  3. Considerable experience in preparing comprehensive reports and analyzing, interpreting and summarizing information for the purpose of supporting decision making regarding financial, budgetary, policy and/or service issues.
  4. Experience using Microsoft Office Excel, Word, PowerPoint software tools.
  5. Knowledge of enterprise-wide financial, human resources and budgeting systems, preferably SAP.
  6. Highly developed interpersonal, human relations, negotiation, conflict resolution, and problem-solving skills with the ability to interact and communicate effectively with all levels of the organization and to forge solid, effective internal and external relationships.
  7. Highly developed oral and written communication skills at all organizational levels.
