About the Section

The Transfer Station & Landfill Operations Section is responsible for managing the performance and maintenance of the City's network of seven transfer stations, six household hazardous waste depots, haulage logistics and roll-off services, the Green Lane Landfill, and approximately 160 closed landfill sites. The section is also responsible for the upkeep and repairs of three Collections and Litter Operations yards and a maintenance yard.

 

Job Summary

Reporting to the Director, Transfer Stations & Landfill Operations, the Senior Manager will provide strategic leadership in all aspects of the operations for the City’s Transfer Station network, logistics operations, and various household hazardous waste services.  The role will be responsible for leading the Section’s Transfer Stations and Logistics Managers.

 

The role will provide strategic support, advice and guidance in 1) the development, design, and execution of transformation initiatives, and 2) ongoing coordination of all aspects of the operations including budgeting, procurement, contract management, labour relations and compliance. The Senior Manager will provide strategic planning and expertise to overall program administration related to high level projects, cross-functional, or multi-divisional teams by driving tactical efforts and improving effectiveness of services for the assigned areas and fostering a culture that focuses on delivering exceptional customer service.

 

Major Responsibilities

  • Leads the development and implementation of long‑term strategies, initiatives and operational programs while ensuring full regulatory compliance, and strengthening corporate governance through policy formulation, risk management, audit readiness, and adherence to financial and procurement controls.
  • Leads managers overseeing daily operations to ensure effective staffing and work quality while continuously optimizing for improved service efficiency, safety.
  • Develops, manages, and administers budgets ensuring expenditures remain within approved limits, prepares strategic materials such as presentations, briefing notes, business cases, and Council reports, and leads procurement and negotiation activities in full compliance with City policies and by‑laws.
  • Manages, motivates, and develops staff to ensure high performance, continuous learning, effective teamwork, and innovation while overseeing performance management, attendance, and discipline in a unionized environment; advancing health and safety through policy development, incident investigations, and corrective actions; and ensuring long‑term workforce readiness through succession planning and staff development.
  • Represents the Division/Service Area in engagements with Council, Committees, external agencies, municipalities, utilities, unions, and community groups while building strategic partnerships to advance corporate objectives and resolve competing demands, and providing senior management with strategic updates, analysis, and recommendations on complex cross‑divisional issues and priority projects.
  • Provides leadership to ensure procurements completed and contracts executed for service continuance and provides leadership on contract management systems and controls to support audit readiness.
  • Drives initiatives to enhance operational efficiency while supporting organizational change management, fostering a culture of innovation and continuous improvement, and ensuring alignment between divisional operations, transformation initiatives, and City‑wide strategic objectives.

We are seeking a seasoned, results‑driven leader with demonstrated strength in strategic advisory support, operational oversight, service delivery excellence, and performance management of complex, multi‑disciplinary programs and contracts. This role requires an accomplished professional who excels in high‑expectation environments and who is fully accountable for leading operational teams to consistently meet or exceed Council‑approved service levels while navigating multiple program priorities and transformative initiatives. The ideal candidate brings exceptional flexibility, strong project leadership, and the ability to manage concurrent, competing demands. Equally important, they are an outstanding communicator—capable of engaging effectively in frontline operational settings and presenting confidently to senior divisional leadership and Members of Council. This individual embraces the complex challenges associated with large‑scale operational shifts and champions organizational change, playing a pivotal role in advancing the Division’s strategic and operational evolution.

  1. Extensive experience leading, managing, and implementing multi‑disciplinary operational programs and contracts of varying scope, with full accountability for delivering complex projects while operating effectively under high expectations, shifting priorities, and competing deadlines through strong flexibility, organizational discipline, and results‑focused leadership.
  2. Extensive experience leading, supervising, motivating, and coaching teams of operations professionals in a unionized environment to support strong employee engagement and ongoing development while fostering an organizational culture grounded in innovation, continuous learning, collaboration, transparency, accountability, and ethical integrity, while effectively.
  3. Extensive experience making critical, strategic decisions that demonstrate innovation, results‑oriented leadership, fiscal accountability, and strong customer service focus, with the proven ability to develop and administer multi‑million‑dollar budgets and meet all corporate reporting and compliance requirements to ensure effective stewardship of resources.
  4. Extensive experience leading in an operational environment with strong regulatory and compliance requirements and standards including environmental compliance and safety compliance.
  5. Extensive experience in managing complex issues, with a high level of ability to influence and negotiate outcomes and achieve consensus among parties having different objectives with a broad spectrum of diverse stakeholders, while balancing political, community and public interests.
  6. Extensive experience in coordinating large scale, multi stakeholder, complex projects; from inception to completion, with considerable knowledge of project management methodologies.
  7. Extensive experience preparing written reports, correspondence, briefing notes, presentations, and strategic documents for senior management and stakeholders, with strong written and verbal communication skills, political acuity, and the ability to engage effectively with elected officials, senior leaders, and external stakeholders.
  8. Post-secondary education in a professional discipline pertinent to the job function or an equivalent combination of relevant training and/or experience.
  9. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  10. Knowledge and understanding of relevant policies and government legislation including City of Toronto Act, Municipal Freedom of Information and Protection of Privacy (MFIPPA), Occupational Health and Safety, Ontario Human Rights and Accessibility for Ontarians with Disabilities Act.
