Job Description

The successful candidates for the Senior Project Manager positions will become key members of the Technology and Customer Experience (TCX), Delivery, Planning and Governance Reporting (DPGR) team.

This job posting seeks to fill two Senior Project Manager positions in the DPGR unit:

  • Senior Project Manager – Discretionary Project Delivery (DPD). The successful candidate will lead the Discretionary Project Delivery branch, and report to DPGR’s Manager. DPD branch is responsible for Project Management of large discretionary technology projects. The branch will refine and be the owners of PMO framework to enable effective and transparent control of scope, risk, budget, reporting, forecast and change. The branch will develop project management tracking and reporting tools, with a view to establishing processes for technology projects related to change management, business case creation, benefit monitoring, reporting, etc.

  • Senior Project Manager – Discretionary Portfolio Management (DPM). The successful candidate will lead the Discretionary Portfolio Management branch and report to DPGR’s Manager. DPM branch is responsible for Toronto Water's technology projects’ governance, reporting and intake management. The branch will establish / refine the tools and processes for assessing innovative technology ideas through a technology-oriented business case process and provide business case development support as a service to anyone in Toronto Water with technology-related needs and ideas. The branch will track, prioritize, and report on the submitted business cases and ongoing technology projects across the division to the Technology Steering Committee.

 

Major Responsibilities: 

  • Develops, reviews and implements detailed plans and/or recommends policies regarding program specific requirements.
  • Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
  • Manages all aspects of assigned projects, including the project charter, project plan and schedule, progress, budget, risk management, issue management, change management, resource management, quality review/best practices.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Manages and provides leadership for large complex projects from inception to completion. Assesses funding deliverables and requirements, develops Terms of Reference, fully defines project deliverables, and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
  • Conducts research ensuring that best practices, developments within the field, corporate policies, legislation and initiatives by other levels of government are considered.
  • Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, finalizes contract payments, and ensures project expenditures are controlled and maintained within approved budgets.
  • Participates in the preparation of capital and operational budgets. Deals with complex cost-sharing arrangements.
  • Leads multi-disciplinary project teams and supervises/directs project team members, consultants and contractors.
  • Provides specialized design services, technical advice and expertise to support the units of the Division/Service Area/City. Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
  • Identifies, evaluates and provides technical expertise and recommendations for the resolution of complex issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
  • Negotiates and settles financial disputes and claims from contractors, consultants, vendors, other stakeholders and external parties.
  • Represents the Division/Service Area/City at meetings with the public, stakeholders and councillors. Represents the Division as a technical specialist at project and organizational meetings with planners, administrators, contractors and other external service providers as well as at hearings, court proceedings, grievances and arbitrations and other tribunals.
  • Leads the review of business requirements documents, purchasing documents and specifications prepared by staff, contractors and consultants.
  • Prepares Committee and Council reports, presentations, purchasing documents, contract plans, specifications and estimates.
  • Evaluates proposals and/or bids and makes recommendations for award of contracts.
  • Secures permits and approvals as required from external agencies.
  • Maintains relationships with councillors, the public, consultants, government agencies, developers, suppliers and contractors relative to the position’s responsibilities.
  • Analyzes business processes and related data to enable continuous improvement and control measures for quality, efficiency and effectiveness of services. Formulates recommendations.
  • Reviews and analyzes new technologies and best practices for utilization in existing or future service requirements.
  • Ensures the proper maintenance of all required documentation and produces or supervises the production of such documents.
  • Leads, solves, investigates, conducts studies, analyses, surveys, researches and develops effective solutions for complex problems while controlling measures for quality, efficiency and effectiveness of services.
  • Establishes and maintains linkages to other divisions in the City to co-ordinate input and ensure effective partnership.
  • Promotes standardization relating to project administration, documentation, processes and technical design.
  • Ensures the efficient utilization and development of human resources and labour relations activities including hiring, health and safety issues, discipline, arbitration strategy, support to the collective agreement process, costing of collective agreement proposals and agreements for bargaining, coordinate the documentation and support to the job evaluation and wage harmonization process.
  • Supervises an integrated team of staff and external service providers.

 

Key Qualifications: 

  1. Extensive experience leading complex business transformation and technology projects in a large, multi-divisional organization, including collaboration with business clients, technology teams, consultants, vendors, and other internal and external stakeholders.
  2. Extensive experience managing all aspects of large-scale projects, including scope, schedules, budgets, forecasts, resources, risks, issues, dependencies, change requests, critical paths, decision points, implementation readiness, and organizational change impacts.
  3. Experience developing, refining, and applying project governance frameworks, PMO standards, project controls, reporting processes, templates, dashboards, and project tracking tools to support transparent oversight and effective decision-making.
  4. Experience leading technology project delivery from planning and procurement through implementation, transition, stabilization, benefits tracking, and project closeout.
  5. Experience establishing or managing technology project intake, portfolio governance, prioritization frameworks, and portfolio-level reporting processes.
  6. Considerable experience developing implementation strategies and technology-oriented business cases, including problem definition, options analysis, cost estimates, benefits, risks, dependencies, feasibility assessment, strategic alignment, and recommendations.
  7. Experience assessing, prioritizing, tracking, and reporting on technology ideas, business cases, approved projects, portfolio health, risks, benefits, resource demand, and alignment with divisional priorities.
  8. Experience preparing executive-level project and portfolio reporting, including dashboards, status reports, briefing materials, risk summaries, decision reports, prioritization recommendations, and presentations for senior management and governance committees.
  9. Experience managing consultants, contractors, vendors, and/or system integrators, including oversight of deliverables, project performance, timelines, risks, issues, and contract-related commitments.
  10. Strong ability to communicate complex business and technical information clearly to executive, business, technical, and operational audiences, with a focus on service outcomes, practical decision-making, and customer service.
  11. Highly developed stakeholder management, facilitation, client service, negotiation, and relationship-building skills, including the ability to influence outcomes across teams without direct authority.
  12. Demonstrated knowledge of project and portfolio management tools and practices used to plan, monitor, control, prioritize, and report on complex technology projects and portfolios, including schedules, RAID logs, financial tracking, intake logs, dashboards, and status reporting.
