The City of Toronto operates the largest municipal fleet in Canada and one of the most specialized and diverse fleets in North America. The Fleet Services Division provides comprehensive fleet management services to City Divisions, Agencies, and Corporations in support of delivering key public programs and services. This includes Fleet Safety Education, Training & Compliance, Asset Lifecycle Management, Maintenance, Sustainability, and Fuel/Energy Management. 


Fleet Safety & Compliance is a team of skilled professionals responsible for fleet safety education, training, testing, collision management, safety operations and compliance oversight for the vehicles and equipment used to deliver City services. The team supports the independent governance of fleet safety and compliance and works to ensure alignment with regulatory requirements, City policies and industry best practices. 


The Project Manager, Fleet Safety Operations & Continuous Improvement leads safety projects and continuous improvement initiatives while providing oversight of key Fleet Safety Operations functions. The role includes responsibility for collision management, telematics, CVOR maintenance program activities, operational work planning, performance monitoring and staff direction. 


The position works closely with Fleet Safety leadership, City divisions, Fleet Services teams and other stakeholders to identify risk, improve processes, implement safety initiatives and support measurable improvements in fleet safety performance.

Major Responsibilities: 

  • Lead and manage fleet safety projects and initiatives from planning through implementation, including scope, schedules, risks, resources, deliverables and outcomes.
  • Lead continuous improvement initiatives and develop practical solutions that improve fleet safety programs, business processes and operational effectiveness.
  • Research, evaluate and support the implementation of new fleet safety technologies, programs and operational practices.
  •  Lead Fleet Safety Operations work planning, staff direction, prioritization and coordination to support effective delivery of operational requirements.
  • Provide leadership and direction to professional, technical and administrative staff supporting collision management and Fleet Safety operational services.
  • Establish and monitor service expectations, work standards, quality controls and performance measures, and implement improvements where required.
  • Oversee the Fleet Safety collision management function, including collision files, investigation coordination, quality review, reporting, trend analysis and corrective actions.
  • Support the administration, monitoring and continuous improvement of the City’s CVOR Maintenance Program, including compliance performance, record review, identified deficiencies and corrective actions.
  • Lead the safety application and ongoing management of fleet telematics, including safety rules, driver identification, exception reporting, alerts, interventions and related initiatives.
  • Analyze collision, telematics, CVOR and operational data to identify trends, risks and opportunities for improvement, and develop key performance indicators and reports to measure results.
  • Develop and implement fleet safety policies, procedures, standards, operating practices and risk mitigation measures in support of legislative, corporate and operational requirements.
  • Prepare and present reports, briefing materials, business cases and recommendations to Fleet Services leadership and senior management.
  • Provide advice and consultation on fleet safety, collision management, CVOR compliance, telematics, driver risk, operational improvement and related matters.
  • Manage stakeholder engagement and represent Fleet Services on committees, working groups and project teams involving City divisions, regulatory bodies, technology providers and other internal and external stakeholders. 

 

Key Qualifications: 

Your application must describe your qualifications as they relate to: 

  1. Considerable project management experience, including managing multiple complex projects and initiatives from planning and development through implementation and evaluation with minimal direction. 

  1. Considerable experience in fleet safety, transportation safety, fleet operations, collision management, risk management or a related operational environment. 

  1. Experience providing leadership, work direction and performance oversight to professional, technical and administrative staff. 

  1. Experience managing or overseeing collision management processes, including investigations, file management, quality review, trend analysis, reporting and corrective actions. 

  1. Experience supporting or administering CVOR compliance and maintenance programs, including monitoring compliance performance, identifying deficiencies and supporting corrective actions. 

  1. Experience using fleet telematics, vehicle technology or other data-driven systems to identify risk and support improvements in driver and vehicle safety. 

  1. Experience developing and implementing policies, procedures, standards, business processes and continuous improvement initiatives. 

  1. Experience analyzing large volumes of safety or operational data, developing key performance indicators and preparing data-driven recommendations. 

  1. In-depth knowledge of applicable fleet and workplace safety legislation and regulatory requirements, including the Occupational Health and Safety Act, Highway Traffic Act and Commercial Vehicle Operator’s Registration Program. 

  1. Experience conducting risk assessments, root cause analyses and operational reviews and developing corrective or preventive action plans. 

  1. Exceptional communication skills, both oral and written, including report writing, briefing material preparation and presenting recommendations to senior management and other audiences. 

  1. Strong leadership, interpersonal, negotiation and conflict resolution skills, with the ability to develop effective working relationships with internal and external stakeholders. 

  1. Proficiency in Microsoft Office applications and business intelligence, project management, fleet management, telematics or equivalent systems. 

  1. Knowledge of the City of Toronto’s government structure, policies and decision-making processes as they relate to fleet safety and compliance.

  1. Possession of a valid Ontario Class “G” Driver’s Licence, with the ability to obtain necessary City vehicle operating permits.
