Job Summary:
To collect Municipal taxes and other municipally-owed debts. To direct and assist ratepayers in payment procedure and with problems connected with municipally-owed debts.
Major Responsibilities:
- Contacts delinquent Taxpayer/Ratepayer by phone or letter, and conducts in-office meetings with ratepayer to assist and negotiate payment for municipal debts owing. Schedules and conducts personal interviews to arrange for the collection of taxes due.
- Receives cards showing accounts in arrears. Calculates penalties and interest for accounts.
- Investigates Ratepayer complaints regarding outstanding accounts and documents in Tax Management and Collections Systems TMACS, correspondence files and/or Water Management and Collection System (WMACS).
- Drafts correspondence and collection letters. Answers mail, telephone and counter enquiries i.e. assessments arrears, taxation process and added charges.
- Records contacts in system regarding payments, new ownership, etc.
- Prepares statement for payment of tax/water arrears.
- Receives payments, verifies amounts, forwards to Cashier for processing.
- Operates Water Management and Collection System (WMACS ) to obtain printout of accounts. Verifies information on cheques or receipts to trace payments for complaints and enquiries.
- Traces ownership of outstanding tax/water accounts by referring to assessment rolls, City directory, personal visits, contacting neighbours or sending statement to occupant.
- Prepares updates and issues additional arrears notices.
- Checks cards monthly, investigates Tax/Water accounts and corrects errors or makes transfers by preparing journal entries.
- Processes Bailiff Returns and issues bailiff warrants and calculates interest charges to date.
- Contacts taxpayers to arrange replacement of dishonoured cheques.
- Directs enquirers to appropriate agencies for charges on Tax Roll, Development charges, etc.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Considerable experience working in a Collections environment relating to Tax or Water Billing.
- Considerable experience in a customer service environment responding to enquiries by phone, email and in person, specifically dealing with City staff, Council, Officials and the public.
- Considerable experience utilizing Microsoft Office Suite (e.g. Word, Excel, PowerPoint and Outlook) to prepare and format reports, correspondence and documents.
You must also have:
- Knowledge of the City of Toronto, Tax and Utility Collection Procedures and the Municipal Tax Sale process.
- Knowledge of revenue management systems such as Tax/Water Management and Collection Systems TMACS/WMACS would be an asset.
- Knowledge of the policies and practices, legislation, regulations and/or City By-laws relating to Collections.
- Knowledge of Municipal Property Assessment Corporation and Assessment Review Board (MPAC/ARB) an asset.
- Excellent oral and written communications skills with the ability to communicate with all levels of staff and the public.
- Excellent interpersonal skills to act as divisional representative and to liaise with all levels of staff, legal, the public and other external contacts in an efficient, discrete and diplomatic manner.
- Excellent multi-tasking, organizational and time management skills, including attention to detail and the ability to set priorities and meet deadlines.
- Excellent conflict resolution, problem solving and negotiating skills.
- Ability to conduct detailed account analysis and prepare written responses within tight deadlines.
- Ability to conduct detailed and/or non-structured research or analysis with minimum supervision, within tight deadlines.
- Ability to perform detailed computations and calculations.
- Ability to work independently with minimal supervision.
