This is an exciting time to join the Maintenance & Delivery Section, which is leading the transformation of Toronto’s maintenance and delivery operations.

The PDM Construction Team Unit is seeking experienced Transportation Engineers for the engineering analysis, detailed design support and review, project and procurement implementation, construction delivery, and overall project management for the delivery of complex multi-modal quick build, bikeways, sidewalks, trails, complete streets ROW projects, and civil reconstruction capital projects across Toronto.

The Unit’s major initiatives include the contract development, engineering design support, construction delivery, contract administration, field inspection, and overall delivery of multi-modal improvements, road, sidewalk, on and off-street bikeway repairs, Complete Streets, trails, capital road improvements, Vision Zero safety improvements, Neighbourhood Projects, Cycling and Pedestrian network improvements, key cycling connections and complex pavement marking projects.  We are at the forefront of delivering operating and capital programs with a strong focus on cost efficiency, sustainability, equity, and multi-modal transportation solutions.

You will manage projects, review and collaborate on the engineering design, guide the creation of contracts and their procurement, for the successful delivery of various multi-modal and maintenance improvements with support from Senior Project Managers, Transportation Engineers, and other team members within Transportation Services.  You will help shape the future of Toronto's streets with a focus on active transportation, safety and comfort to create a more livable, equitable and resilient City and keep Torontonians moving safely.

In these roles, you will be working in hybrid work model, following City of Toronto's Workplace Modernization Program, supported by the City’s Remote Work Policy.

Major Responsibilities:

Technical Design Knowledge, Research and Analysis:

• Develop and advise the preliminary and functional engineering design, oversee stakeholder coordination, construction quality control and assurance, tenders and contract development and construction delivery of projects that implement multi-modal improvements, road, sidewalk, and on and off-street bikeway repairs, Complete Streets, Vision Zero safety improvements, Neighbourhood Projects, Cycling and Pedestrian network improvements.
• Review drawings, engineering studies, specifications, plans and cost estimates to support planning and construction delivery; provide input, comments and guidance.
• Prepare Request for Proposals, Request for Quotations, Consultant agreements, contract plans, specifications and estimates for tenders.
• Evaluate tendered bids, make recommendations for award of contracts, and prepare change directives and payment certificates.
• Monitor expenditures for assigned projects and activities and co-ordinate with various capital and operational delivery project managers to track current and forecasted project spending.
• Perform site visits for preliminary assessments, construction conflicts, safety reviews, and construction inspections of assigned projects.
• Perform and/or review research on new technical developments and practices related to multi-modal transportation solutions.
• Respond to enquiries from the public, City staff, members of Council, interest groups, and government agencies regarding assigned projects.
• Ensure work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.

Best Practices Knowledge, Relationship Building and Consultation: 

• Develop relationships and lead cross-functional and multi-divisional teams in the planning, coordination, and delivery of multi-modal transportation and maintenance programs, ensuring accountability for project outcomes, alignment of resources, effective issue resolution, and achievement of strategic objectives and procedures.
• Maintain an up-to-date knowledge of technological developments, corporate policies, practices and guidelines, legislation and initiatives by other jurisdictions in the fields of bikeway and sidewalks/trail design, Vision Zero approach to traffic safety, safe systems, geometric design (TAC, NACTO, OTM), ROW maintenance, multi-modal, and capital improvements.
• Collaborate with internal teams and external stakeholders to develop standard operational procedures. 
• Understand the intersection of equity and transportation engineering process.
• Liaise with and resolve conflicts with internal and external stakeholders, members of public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
• Manage assigned programs and projects, ensure effective teamwork, communication and high standards of work quality to advance the initiatives of the unit in a complex municipal environment.

Key Qualifications:
Your application must describe your qualifications as they relate to:

1. Must be registered as a Professional Engineer (P. Eng) in good standing with Professional Engineers Ontario (PEO).
2. University degree in Civil Engineering, Transportation Engineering or equivalent combination of education and experience.
3. Extensive experience in the planning, design, and construction delivery of multi-modal improvements.
4. Considerable experience related to managing and administering contracts, as well as conducting/co-ordinating the field inspections of installations, materials, and methods of construction.
5. Considerable experience in applying transportation engineering concepts and Complete Streets principles and engineering designs as they relate to all modes of transportation and all aspects of transportation including road safety, accessibility, connectivity, maintenance, placemaking, and sustainability.
6. Experience leading, planning and providing work direction for technical and administrative staff, contractors, consultants and field inspectors in a unionized and/or non-union environment.
7. Proficiency in using one or more of AutoCAD, Civil 3D, Bentley MicroStation or InRoads, Bluebeam, and the application of Auto TURN in developing, analysing, and reviewing functional and detailed geometric designs would be an asset.
8. Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual, OTM Book 7 Temporary Conditions, the Occupational Health and Safety Act, Accessibility for the Ontarians with Disabilities Act and any other legislation related to the job summary.
9. Highly developed personal, interpersonal and team skills with the ability to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers, the public and other internal and external clients and stakeholders.
