Major Responsibilities:

  • Inspects, maintains, installs, removes, replaces, repairs, rebuilds, services, performs diagnostics, troubleshoots and tests all water meters less than or equal to one inch (25mm) in diameter including seasonal water meters and connections and valves related to and/or affecting such water meters.
  • Inspects, maintains, installs, removes, replaces, repairs, services, programs, performs diagnostics and troubleshoots all water MTUs.
  • Activates and winterizes seasonal water services and meters as required.
  • Investigates, troubleshoots, and assists customers for all water meter related issues including high water bills and other complaints.
  • Investigates, locates and operates the City's water service valves, building control valves, meter inlet, outlet and by-pass valves, including locates for water service valves, water services and other water appurtenances.
  • Inspects water meters and related equipment including existing piping in and around water meters, including sealing water meters and meter bypass valves to ensure proper installation compliance with related by-laws.
  • Responds and interacts to planned and emergency customer service requests related to all water meter related issues and other water distribution systems and appurtenances.
  • Utilizes technology such as laptop and portable electronic hand-held devices for preparing detailed, accurate and complete reports related to all work, investigations or troubleshooting related to any water meter issue.
  • Uses electronic works and asset management system software to record all work performed and uses the City's billing system and other electronic systems to gather relevant information for all water meter related issues.
  • Organizes and prioritizes assigned work to ensure completion of critical tasks including planning, scheduling, coordinating, and monitoring appointments in an effective and efficient manner for all water meter related issues.
  • Liaises with customers, property owners, property managers, and maintenance staff in order to arrange scheduling and/or shutdowns at properties in order to allow all City water meter related work at the property to be completed in a timely and efficient manner.
  • Responds to customer inquiries, concerns or complaints in a professional and timely manner providing customer service to both external and internal customers.
  • Utilizes and operates a variety of hand and power tools and equipment associated with water meters, water service valves and other water distribution system operations.
  • Reads and interprets field and utility drawings and ensures all work is performed in accordance with the City's standards, specifications and by-laws.
  • Ensures that all work is performed in a clean and safe manner in accordance with the Ontario Health and Safety Act (OHSA), City of Toronto safe work practices, other Toronto Water practices including preparing job sites by erecting barricades and traffic control signs.
  • May provide training and/or work direction to new staff and oversees work of contractors and property owners to ensure it complies to standards and specifications.
  • Performs confined space entry work including the use of pumps for dewatering and entering water meter chambers for all water meter related issues.
  • Travels to various work locations and maintains a stock of all water meter related materials, tools, equipment, assets in assigned vehicle to perform daily duties.

 

Key Qualifications:

 

  1. Must possess or be able to obtain a provincial Water Meter Installer Certificate.
  2. Must possess or be able to obtain and maintain a valid Confined Space Entry Certificate complete with the proper First Aid and CPR training and certification.
  3. Must have a Secondary School Diploma or approved equivalent or related experience.  
  4. Must possess and be able to maintain a valid Province of Ontario Class “G” and qualify for the City’s drivers’ permit.
  5. Considerable experience in the operation, maintenance and installation of water meters, water distribution services and appurtenances and related tools and equipment.

 

You must also have:

  • Ability to read field and utility drawings and experience in reading and interpreting drawings and specifications and in overseeing work performed by contractors and property owners.
  • Knowledge of water and wastewater practices, policies and procedures related to the above work.
  • Must have knowledge and training in Health and Safety procedures and regulations applicable to the above work. 
  • Ability to work with numbers ensuring accuracy and attention to detail. 
  • Excellent technical troubleshooting skills.
  • Excellent, effective written and oral communication skills and the ability to document activities.
  • Ability to communicate courteously and liaise with customers, the public, other City divisions, other municipalities, contractors, consultants, and other stakeholders as required.
  • Must possess and be able to maintain as appropriate, any valid Province of Ontario requirements to operate mechanized equipment associated with water meters, water service valves and other water distribution system operations.
  • Must be familiar with requirements of the Occupational Health and Safety Act and its regulations for the safe performance of his/her duties and responsibilities or capable of obtaining familiarity of same.
  • Ability to orient new staff on assigned vehicles/equipment.
  • Ability to use or learn to use various technical devices related to the position.
  • Ability to deal courteously with the public.
  • Ability to communicate in relation to their job duties.
  • Must be able to work shifts/weekends and standby in accordance with Collective Agreement.
  • Ability to work overtime and call-ins as required.
