Job Summary and Work Unit Description:

To provide coordination and strategic support on a range of projects, initiatives and issues for the Security, Fleet and Facilities unit, and to support the strategic goals and objectives of the Toronto Water Division.

 


Major Responsibilities:

  • Conduct research and analysis to prepare strategic reports and presentations for improvements in business methods, service delivery, technology adoption, and operational efficiencies.
  • Implements detailed plans and recommends policies and procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government and researches and reports on a range of new projects and initiatives as they arise.
  • Provides technical support as requested by the Manager in order to successfully complete assigned tasks and Provides direction to technical support staff in order to successfully complete assigned tasks.
  • Assist with instructing, directing, providing technical guidance and expertise.
  • Provides feedback to program staff, contractors and consultants with respect to projects. Ensures relevant construction practices/methodologies, contract documents, City by-laws, codes, legislation and acts are adhered to.
  • Oversees, coordinates and participates in the development and implementation of Section, Divisional and Corporate initiatives and assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning. Prepares reports as required.
  • Acts as Unit’s point of contact and develops/coordinates responses to Corporate, Public and/or Divisional requests for information or action. Makes recommendations to the Manager to support change management strategies to improve the Section's overall strategic communication and operating performance.
  • Deals with highly confidential matters such as labour relations, human resources and hiring, and finances
  • Handles inquiries, issues and challenges from staff, members of Council, the public and media on behalf of the Manager or directs to appropriate sources.\
  • Communicates regularly with all operating areas of the Division to assist with issues affecting the division, informs Supervisor and provides support to the senior management team on issues that require divisional coordination and policy rollout.
  • Prepares documents for Divisional Management by conducting research, analysis and scrutiny of all applicable materials.
  • Develops Staff Reports for Council, Committees, and Panels; Briefing Notes for Management.
  • Monitors changes to corporate policies and procedures and determines impact on unit operations.
  • Makes presentations to senior divisional staff ensuring information on divisional and corporate initiatives and policies is disseminated/understood.
  • Organizes, coordinates, attends, and administrates meetings. Prepares meeting minutes and various communication material as required.
  • Provides administrative support as requested by the Supervisor to successfully complete assigned tasks.
  • Researches and reports on a range of new projects and initiatives as they arise.
  • Develops and coordinates the records management storage and file plan for the unit.
  • Liaises with Records and Archives to ensure effective records management.
  • Provides direction to administrative support staff to successfully complete assigned tasks.

 

Key Qualifications

  1. Post Secondary education in a relevant discipline (e.g. Building Science, Facility Management, Engineering Technologist, Automotive Mechanical Technology, etc.) or an equivalent combination of education and/or experience.
  2. Considerable experience in fleet maintenance, coordination and procurement including: replacement cycles, fleet related issues resolution and inventory tracking methods.
  3. Considerable experience with facility maintenance, materials and methods of construction, and construction project coordination; planning, overseeing, coordinating, and assisting with implementing multidisciplinary projects which includes working in a multi-project environment and working collaboratively with internal and external stakeholders.
  4. Considerable experience in contract administration and related purchasing processes such as RFQ/RFP/RFTs, specifications, purchase orders, contract and contract release orders.
  5. Considerable experience in conducting research and analysis, developing recommendations and managing and completing projects of various terms and complexities.
  6. Considerable experience creating concise and effective reports, presentations, briefing notes and correspondence on policy, project and administrative issues, often under time constraints.
  7. Excellent written and verbal communication skills, including presentation and facilitation skills, with the ability to apply those skills using a wide range of media with numerous stakeholders including clients, staff, community agencies, senior management and government officials/politicians.
  8. Excellent organizational and project management skills to manage multiple assignments and meet competing deadlines.
  9. Ability to exercise independent judgment and discretion in handling matters of confidential, proprietary or sensitive nature as they relate to other senior staff, public and personnel matters.
  10. Ability to work in a highly demanding work environment and fast paced work environment.
  11. Proficiency in the use of corporate applications, in particular word processing, spreadsheets and database applications.
  12. Familiarity with government legislation in the area of occupational health and safety and other relevant government legislation including the Municipal Freedom of Information Act and the Accessibility for Ontarians with Disabilities Act.
  13. Experience implementing and coordinating maintenance operations using Computerized Maintenance Management Systems, and/or other software applications related to fleet and/or facility management.
