Job Summary and Work Unit Description:

Toronto Water’s Distribution and Collection Field Innovation Team is developing a Smart Water Network to modernize the management and maintenance of the division’s linear infrastructure. This initiative will expand the use of linear network sensors, Digital Twin technology, and other innovative solutions to enhance operational efficiency and service delivery.

The Field Innovation Team is responsible for developing and executing a program plan that delivers technology-driven solutions for linear infrastructure across the division.

The Project Manager will play a key role in this initiative, working in the Field Innovation Team under Distribution and Collection. The successful candidate will develop and implement detailed plans, policies, and documentation to define the unit’s objectives and responsibilities, ensuring alignment with Toronto Water’s strategic goals.

Major responsibilities:

  • Develop and implement detailed plans and policies to support program-specific requirements, ensuring alignment with divisional strategic objectives.
  • Lead and manage technology-driven projects, applying project management best practices to ensure effective teamwork, high work quality, and continuous learning.
  • Prepare strategic reports for management, providing recommendations on improvements to business methods, processes, and technology adoption.
  • Assess project funding, schedules, and scope, develop Terms of Reference, define project deliverables, and manage change conditions as needed.
  • Lead project teams, supervising internal staff, consultants, and contractors to ensure successful project execution.
  • Conduct comprehensive research on industry trends, corporate policies, legislation, and best practices in linear infrastructure technologies.
  • Evaluate and implement new technologies, including Digital Twin solutions, operational technology (OT) systems, and sensor networks, to optimize water distribution and wastewater collection operations.
  • Identify and resolve operational challenges, ensuring seamless integration of sensor networks and OT solutions into existing infrastructure.
  • Establish and maintain collaborative partnerships with other city divisions, government agencies, consultants, developers, suppliers, and contractors.
  • Modify and develop standards, guidelines, and processes, introducing innovative approaches to enhance service delivery and infrastructure management.
  • Provide technical expertise and recommendations for resolving issues related to assigned projects, ensuring compliance with policies and regulatory guidelines.
  • Assist in the preparation of Council and Committee reports, presentations, procurement documents, contract plans, specifications, and cost estimates.
  • Analyze business processes and operational data to drive continuous improvement, enhance efficiency, and implement quality control measures.
  • Ensure proper maintenance of all required documentation, overseeing the production of reports, studies, surveys, and research findings.
  • Promote standardization in project administration, documentation, and technical design, fostering a consistent and efficient approach to infrastructure projects.

Key qualifications:

  1. Possession of a related university degree, designation as a Project Management Professional in good standing in Ontario, or the approved equivalent combination of education and experience.
  2. Considerable experience with linear infrastructure technologies and their application in water distribution and wastewater collection systems, including experience with technology-driven projects such as sensor networks, Digital Twin technology, data analytics, and automation solutions.
  3. Experience in managing the implementation of innovative technologies in municipal or utility environments.
  4. Experience providing direction to staff and have an understanding of modern principles and practices of management and management controls.
  5. Knowledge of Toronto Water or other divisions Customer service delivery initiatives.
  6. Must possess a valid Province of Ontario Class ‘G’ Driver’s License and have daily access to a vehicle to travel to various work locations and construction sites in a timely and efficient manner.      

You must also have:

  • Strong interpersonal skills with ability to establish effective internal and external working relationships with all stakeholders, employees, client departments, outside agencies, or other levels of government.
  • Problem solving skills and ability to communicate both orally and in writing
  • Ability to implement Customer Service solutions, as well as manage multiple assignments and conflicting priorities.
