Major Responsibilities:

Reporting to the Supervisor of Contracts, Tenders & Payments, the Research Analyst 1 conducts research analysis on construction contracts, and assists with the tendering, awarding, execution and financial administration of construction related contracts and agreements for Toronto Water, Emergency Contracts Unit.

  • Conducts research on topics involving collection of information such as procurement options available for client divisions and recovery methods for payments.
  • Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing Departmental projects, policies and services and in the development of theories, concepts and objectives for new Departmental projects, policies and services.
  • Provides policy analysis and research support on a broad range of economic, business and strategic infrastructure issues.
  • Writes reports for Council based on research. Documents findings, supporting data, recommendations and theories. Prepares and co-ordinates briefs and summary reports.
  • Provides research support to other Divisions and Departments, Councillors, task forces and committees by locating and providing information requested. Circulates data throughout Department/Division.
  • Develops and sets up computer applications to store and retrieve data (e.g., census information, library catalogues).
  • Maintains library e.g., research data, statistics, acts, books, periodicals, reference material and council minutes. Collects, purchases, indexes/catalogues and files material. Updates material using personal computer. Modifies/develops reference system.
  • Attends meetings with staff; networks with other Departments/Divisions, different levels of government, libraries and community agencies. Participates in problem solving.
  • Coordinates and assists in the preparation, review, and administration of procurement documents, including Requests for Supplier Quotation (RFSQ), Requests for Quotation (RFQ), Requests for Tender (RFT), and associated legal agreements.
  • Evaluates and tracks contract costs, prepares capital cost accounting reports, and monitors financial administration of contracts, including cost recoveries, progress payments, and invoice processing.
  • Liaises with internal divisions such as Purchasing & Materials Management Division (PMMD) to facilitate the tendering, awarding, and execution of contracts.
  • Other duties as assigned.

 

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-secondary education in a related field (Finance, Business Administration) and/or purchasing designation, or an equivalent combination of education and experience.
  2. Considerable experience supporting and managing complex procurement processes (e.g. nRFP, NCP, RFSQ, RFPs, RFQs, RFTs, bid evaluations, contract award and contract execution in line with City standards/ requirements)
  3. Considerable experience in project cost accounting, preparing progress reports, processing invoices, and managing cost recoveries.
  4. Considerable experience in preparing memorandums, letters, presentations and committee reports to internal and external stakeholders using MS Office Suite (e.g. Word, Excel, PowerPoint) and Outlook.
  5. Considerable experience with accounting and procurement systems such as SAP (financial modules), Project Tracking Portal (PTP), and SAP Ariba.

 

You must also have:

  • Extensive knowledge of the Construction Act as it applies to this position, and of all applicable by-laws and Federal and Provincial Sales Tax Legislation.
  • Knowledge of the City of Toronto's procurement process
  • Knowledge of municipal and interrelated government legislation, policies and procedures.
  • Ability to provide work direction and training to staff.
  • Highly developed interpersonal and conflict resolution skills.
  • Well-developed written and oral communication skills with the ability to communicate at all organizational levels.
  • Ability to prepare reports, execute legal agreements, make accurate calculations with attention to detail.
  • Ability to plan, prioritize, organize assignments and work with minimal supervision.
  • Ability to work effectively with staff, management and other internal and external clients.
  • Ability to handle multiple tasks and projects concurrently with proven ability to organize and manage projects, processes and work teams.
