Reporting to the Manager, Integrated Technology Management, the Senior Project Manager provides strategic leadership in managing and advancing Toronto Water’s application portfolio, ensuring technology solutions support divisional priorities and service delivery.
In this role, the incumbent acts as a key integrator across Toronto Water, coordinating internal and external stakeholders to align efforts, resolve complex issues, and deliver initiatives successfully. Working in a multi-disciplinary environment, the Senior Project Manager leads negotiations, supports governance and policy analysis, and provides solution-focused guidance on divisional priorities, while also leading Division-wide reporting to City Council by translating complex technical and operational information into clear, decision-ready materials that support effective governance and strategic decision-making.
Major Responsibilities
Develops, reviews, and implements detailed plans, and recommends policies regarding program-specific requirements.
- Manages, motivates, and trains unit staff, ensuring effective teamwork, high standards of work quality, strong organizational performance, continuous learning, and fostering innovation.
- Supervises the day-to-day operations of assigned staff, including scheduling, assigning, and reviewing work; authorizes and controls vacation and overtime requests; monitors and evaluates staff performance; approves salary increments; and recommends disciplinary action when necessary.
- Develops, recommends, and administers the branch’s annual budget, ensuring expenditures are controlled and remain within approved limits.
- Manages and provides leadership for large, complex projects from inception to completion, including assessing funding, schedule, and scope requirements; developing Terms of Reference; defining deliverables; and managing changing conditions, while ensuring strong teamwork, communication, documentation, performance, and continuous learning.
- Conducts research to ensure best practices, industry developments, corporate policies, legislation, and initiatives from other levels of government are considered.
- Oversees and evaluates the performance of external service providers with respect to quality, timelines, cost, and deliverables; ensures contract compliance; finalizes contract payments; and maintains control of project expenditures within approved budgets.
- Participates in the preparation of capital and operating budgets and manages complex cost-sharing arrangements.
- Identifies, evaluates, and provides technical expertise and recommendations to resolve complex project issues.
- Ensures compliance with applicable guidelines by acting as a signing authority.
- Provides technical and business application support for the Division, including troubleshooting, issue resolution, system maintenance, and second-tier escalation support.
- Leads and collaborates with internal teams, external vendors, and Corporate Technology Services to analyze issues, recommend solutions, and improve processes and system performance.
- Manages IT infrastructure and assets, including hardware/software acquisition, installation, configuration, security, access control, monitoring, backups, and capacity planning.
- Supports business applications through testing, upgrades, database design, documentation, reporting, and maintaining operational procedures and system reference materials.
- Trains and mentors’ staff and clients by developing training materials, delivering technology training, reviewing work, and providing ongoing technical guidance and expertise.
Key Qualifications
Post-secondary education in a computer programming or related discipline and/or an equivalent combination of education and experience.
- Considerable experience providing technical support to enterprise scale applications or leading complex technology projects, including managing support tickets, troubleshooting technical issues, and coordinating with vendors and internal IT teams, as well as assessing and analyzing business processes and technology to identify and resolve operational and system-related issues.
- Experience creating clear and user-friendly business documentation for end users, including manuals, guides, and process documentation.
- Experience in designing and delivering training programs on enterprise applications, and organizational procedures, including the development of effective training materials.
- Experience documenting business processes, writing reports, and maintaining accurate records to support system functionality and improvements.
- Experience analyzing, updating, and testing new releases and upgrades of business application software.
- Experience in directing staff, and an ability to work effectively with consultants, contractors and other external stakeholders to ensure compliance with Toronto Water and City of Toronto guidelines and standards.
- Ability to manage complex activities, plan and organize multiple assignments within required timelines.
- Ability to communicate complex technical issues to a variety of audience with a customer focus.
- Must possess a valid Province of Ontario Driver's License Class G and have access to a vehicle to travel to various locations and construction sites in a timely and efficient manner.
