Job Description

The Senior Project Manager, Technology and Customer Experience – Process Control Systems (PCS) Unit, is responsible for providing advanced automation and industrial control systems expertise to sustain and enhance complex, mission‑critical Process Control and Operational Technology (OT) systems integral to Toronto Water’s daily operations.

Reporting to the Manager, the Senior Project Manager will lead the Asset Management & Field Services team responsible for providing essential frontline PCS operational support and asset management of the Toronto Water Division’s SCADA/PLC software and hardware.

The Senior Project Manager, works as part of a larger integrated support team which functions as the centralized point of contact for all PCS‑related activities across Toronto Water and the Engineering & Construction Services divisions. The Unit delivers specialized expertise through the following functional areas of responsibility: Network Services; Asset Management & Field Services; Automation & Programming Solutions; Governance & Quality Assurance; and Design & Engineering.

 

Major Responsibilities: 

  • Develops, reviews and implements detailed plans and/or recommends policies regarding program specific requirements.
  • Manages and provides leadership for complex industrial control system projects from conceptual design to full implementation. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages changing conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
  • Responsible for end‑to‑end management of SCADA and PLC systems, including hardware and software assets, licensing, lifecycle planning, budgeting, security administration, and user access control.
  • Provides subject‑matter expertise for system troubleshooting, programming, and security, as well as delivery of Factory and Site Acceptance Testing.
  • Supports 24/7 emergency response for PCS outages to ensure continuous operations.
  • Conducts research ensuring that best practices, developments within the automation and process control system field, corporate policies, legislation and initiatives by other levels of government are taken into account.
  • Overseas and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and Implements quality control/quality assurance and ensures project expenditures are controlled and maintained within approved budgets.
  • Participate in the preparation of capital and operational budgets.
  • Leads multi-disciplinary teams and supervises/directs unionized staff members, consultants and contractors.
  • Provides specialized design services, technical advice and expertise to support the water, wastewater, stormwater and business units of the Division. Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
  • Identifies, evaluates and provides technical expertise and recommendations for the resolution of complex issues with assigned projects. Ensures compliance within guidelines and standards by acting as a signing authority.
  • Represents the Division as a technical specialist at project and organizational meetings with contractors and other external service providers.
  • Evaluates proposals and/or bids and makes recommendations for award of contracts.
  • Analyzes business processes and related data to enable continuous improvement and control measures for quality, efficiency and effectiveness of services. Formulates recommendations.
  • Reviews and analyzes new technologies and best practices for utilization in existing or future service requirements.
  • Ensures the proper custodial oversight of related documentation and produces or supervises the production of such documents.
  • Ensures site inspections and post-implementation performance reviews of assigned projects are completed.
  • Promotes standardization relating to administration, documentation, processes and technical design.
  • Ensures the efficient utilization and development of human resources and labour relations activities including hiring, health and safety issues, discipline, arbitration strategy, support to the collective agreement process, costing of collective agreement proposals and agreements for bargaining, coordinate the documentation and support to the job evaluation and wage harmonization process.
  • Supervises an integrated team of staff and external service providers.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

 

Key Qualifications: 

  1. Possession of a university degree in engineering, designation as a Professional Engineer in good standing and licensed to practice in Ontario or the approved equivalent combination of education and operational technology experience.
  2. Extensive experience in the application of engineering principles and practices of instrumentation, process control, programmable controllers, and SCADA systems as applied to municipal water and wastewater treatment and collection/distribution systems.
  3. Extensive experience in the development, oversight, and support of SCADA systems (iFIX), Emerson (formerly GE) and Allen‑Bradley PLC platforms, and providing technical direction for troubleshooting and fault resolution activities.
  4. Extensive experience in reviewing and interpreting engineering drawings, FAT/SAT documentation, instrumentation schematics, process diagrams, and control narratives to guide teams, ensure design integrity, and support safe, reliable system implementation using PLC ladder and function block logic.
  5. Experience in directing staff, and an ability to work effectively with consultants, contractors and other external stakeholders to ensure compliance with process control system implementation guidelines and standards.
  6. Extensive experience in the application of design principles and implementation processes related to process control systems throughout the preliminary design, detailed design, and construction/commissioning phases.
  7. Ability to manage complex activities, plan and organize multiple assignments within required timelines.
  8. Ability to communicate complex technical issues to a variety of audience with a customer focus.
  9. Highly developed interpersonal, client service and teamwork skills.
  10. Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  11. Possession of PMP certification from the Project Management Extensive (PMI) would be an asset.
  12. Must possess a valid Province of Ontario Driver's License Class G and have access to a vehicle to travel to various locations and construction sites in a timely and efficient manner.
