Reporting to the Manager, Integrated Technology Management Unit within Toronto Water Technology & Customer Experience, the incumbent plays a key leadership role in shaping, delivering, and enhancing application services that enable critical business operations and drive technology modernization across the division.
The incumbent provides direction, leadership, and expert guidance to a specialized team responsible for the management, development, support, and integration of both divisional and enterprise solutions. This includes ensuring seamless integration across applications to strengthen business enablement, improve service delivery, and advance technology capabilities.
In addition, the incumbent provides advanced technical and business consulting expertise to ensure solutions remain aligned with Toronto Water’s evolving operational needs and strategic priorities.
Major Responsibilities
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Assesses, recommends, or designs scalable business and technical solutions that meet client and business requirements within the context of corporate and divisional standards, policies and procedures for information, and industrial technologies and architectures. This includes determining requirements, conducting research and evaluations, and obtaining the necessary approvals and signoffs.
- Manages vendor and contractor relations, and performance of Toronto Water applications and solution integrations processes, including leads or supervises the negotiation and support for procurement, which involves the preparation and presentation of various formal technology acquisition and/or service-related contractual documents, such as Business Cases, Request for Information/Proposal/Quotation (RFI/P/Q), Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreement (SLA)
- Leads the evaluation, selection and recommendation of technical solutions and professional services; obtain approval and sign-off to acquire the final products and/or necessary services; and manages vendors and contractors in the overall solution, integration, and project delivery processes.
- Manages, performs, and provides senior-level support to clients on enterprise and divisional software and hardware. This includes implementation, installation, configuration, integration, maintenance, security administration and remediation, account management, performance tuning, and firmware/software upgrade/update/patching of applications and tools pertinent to the enterprise suite of applications.
- Maintains an optimal, resilient data center and networking environment; performing capacity planning, cybersecurity monitoring and rectification, and performance tuning of networks and systems; development and modifications of the architecture, standards and procedures; identification and resolution of service or performance issues; as well as the initiation of change and management of change requests to ensure legislative compliance, mitigate risks, improve internal and public services; reduce costs and enhance efficiency, through the effective management of infrastructure and its operation
- Oversee, performs/provides advanced level support of software, hardware and cloud services, including the implementation, installation, configuration, maintenance, security administration, account management, performance tuning, upgrade, firmware/software update and patching of Windows and Linux servers, network switches, telecommunication devices, storage, data centre environmental equipment, appliance, backup & recovery solution, applications and tools
- Oversee cybersecurity prevention including intrusion protection, intrusion detection, and disaster recovery. Develops, tests, implements, periodically updates and execute related divisional recovery and protection plans, such as regular anti-virus scanning, intrusion detection, mitigation, and data restoration.
- Develops advanced knowledge base to support the data Centre, physical and cyber-security standards, processes, strategies, policies, guidelines and change control to promote the long-term stability, efficiency, and effectiveness of divisional infrastructure, and to ensure effective corporate and divisional standards, system security and internal process/audit controls are maintained.
- Provides review, technical guidance, recommendation, and expertise on cybersecurity technologies including Firewall, Intrusion Prevention System (IPS), Security Information and Event Management (SIEM), and Vulnerability Management
- Ensures reliable system performance, integrity and availability through future planning, upgrade/replacement, and/or proper maintenance of enterprise solutions and their integrations with other corporate and divisional systems.
- Provides specialized technical expertise – including system, security, and database administration – to facilitate the design, implementation and maintenance of enterprise and divisional data.
- Participates in capacity planning process to ensure timely and cost-effective enhancement of applications, infrastructure, and technologies. Forecasts future growth demand and provides recommendations to both division and corporation at large.
- Plans multi-level, on-site and remote support, and sustainment of enterprise and divisional applications.
- Provides consulting services to clients for the conceptualization, planning and roll-out of enterprise solutions – including use and test cases, data definitions, and information access – to meet business needs.
- Works closely with other Toronto Water units or workgroups to gather, analyze, and evaluate business requirements and constraints; evaluate existing conditions; determine or identify technical requirements; research, evaluates, designs, architects and/or acquires solutions and alternatives; and prepare proposals, design document, drawings, risk assessment as required.
- Analyzes patterns and trends in applications operating problems to identify and address system and/or user issues.
- Develops recommendations to address problems and liaises with divisional or corporate technology groups and clients to resolve issues or gather new requirements
- Oversees or contributes to creation and sustainment of technology frameworks (e.g., divisional/corporate architectures, methodologies, tools, techniques, and standards),
- Monitors new developing technology standards, trends, and technologies to keep current and maintain a highly effective operational capability; and provides assessments and recommendations that may be applicable to TW's enterprise and divisional application, development and integration needs - including effective use, retrofit or acquisition, and subsequent integration of new solutions into the Toronto Water (or City) enterprise framework
- Develops, oversees, leverages, maintains and/or enforces IT related policies, procedures, guidelines, and architectural standards related to enterprise and divisional applications, development, and tools.
- Ensures applications and system activities are align and compliant with corporate and provincial guidelines and standards, or enterprise or divisional technologies and systems deployed.
- Ensures availability and barrier-free access of system resources by developing and managing regular maintenance schedules and requirements, backup, and disaster recovery plans.
- Develops and administers enterprise and divisional cybersecurity and data security guidelines in accordance with corporate and provincial standards to ensure security of systems and privacy of client information – such as preventing unauthorized access to systems and client information through implementing auditing tools, user access monitoring, and multi-level security policies.
- Plans multi-level, on-site and remote support of applications, LAN/WAN servers, and workstations for users.
- Maintains current knowledge in areas such as information structures, database schemas, network, and security; corporate and divisional technology standards and information policies; trends and methods on development; and enterprise architecture.
- Identifies, develops, or participates in cross-divisional initiatives to help realize synergies and economies of scale between the enterprise solutions and divisional applications.
- Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
- Prepares and presents issue papers, briefing notes, staff reports and presentations to inform and update senior management, peers, municipal partners and/or external parties on technology trends and the effective use of business/technology solutions and infrastructure management.
- Conducts technical assessment and prepares assessment report for audits, peers, and senior management.
- Recommends and implements security, privacy, and quality assurance requirements consistent with both the Municipal Freedom of Information Privacy and Protection Act (MFIPPA), and corporate and legislated standards regarding the storage, processing, and retention of confidential data.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations, and exercise fair and proper chargeback to clients or other division(s), if applicable
- Supervises, hires, motivates and trains assigned staff, including day-to-day management of activities and assignment; regular, shift and on-call scheduling; assignment and review of work; continuous learning; authorization and co-ordination of vacation, overtime, salary increments and training requests; monitoring and evaluation of operation and organizational performance. Additional activities include coaching and maintaining effective teamwork, high quality standards, customer service, and staff performance; hearing grievances and recommending disciplinary actions when necessary; and encouraging continuous improvements and innovation.
- Ensures all IT activities are compliant with corporate guidelines and standards.

Key Qualifications
- Post-secondary education in Computer Science, Information Technology or a related discipline or the approved equivalent combination of education and/or experience
- Extensive experience with system integration in a large-scale integrated Technology Services solutions environment
- Extensive ability to lead team members and analyze experience in a large diverse business/IT environment. (For example, the candidate should have considerable experience in keeping key stakeholders from specific subject areas informed of project progress and developments).
- Considerable experience in planning, design, development, implementation, deployment and support of security controls, active directory, virtualization platforms, and network in the context of municipal government or public utility sector.
- Extensive experience in developing technology roadmaps based on the goals and objectives from business transformation and technology strategies.
- Considerable knowledge of project management experience in all stages of complex information manage projects with emphasis on business requirements definition, risk management, scope and quality management, integration management, estimating resources and critical path identification in a large, diverse computing environment. PMP designation will be considered an asset.
- Post-secondary education in Computer Science, Information Technology or a related discipline or the approved equivalent combination of education and/or experience
- Considerable experience in supervising IT staff/contractors and coaching staff, as well as accurately and fairly appraising work outcomes and quality, reporting work assignment progress against budget, and assessing performance.
- Considerable experience in preparing and presenting project documents (e.g. implementation plans, business case, feasibility study, project charters, SOW, WBS, budget submission and RFI/Q/P), status report and variance explanation for projects or work packages, and performing industry and market research, comparative studies, gap analysis, and return of investment analysis.
- Knowledge of current and emerging information management concepts/technologies including Web services, enterprise application integration, information engineering, object-oriented techniques, business/data modeling, and relational management technology.
- Excellent interpersonal, listening, verbal and written communication skills; and ability to communicate ideas in both technical and user-friendly language.
- Ability to use good judgement, analytical, critical thinking, and problem-solving skills in formulating effective decisions.
- Ability to manage time, organize, prioritize, execute tasks to meet deadlines.
- Must be Certified in ITILv3 or v4 and demonstrate good overall understanding of ITIL framework, concepts, and practices.
- Must be available for after-hours emergency support and scheduled standby support.
- Possession of a valid Ontario Class “G” Driver’s License and access to a motor vehicle.
