Job Summary: 

 

Network & Security (N&S): Provide technical expertise, support and advice related to all aspect of the division's converged IP Network and Network Infrastructure. Coordinate the delivery of network services, technology planning, business systems, and the development of services to support Toronto Water technology infrastructure environment.

  

Major Responsibilities:  

Under the direction of the Senior Systems Infrastructure Specialist and reporting to Toronto Water, Process Control System Unit, the incumbent shall provide expertise and advice related to Project and Work Package Management; Business Requirements, Analysis and Design; Testing; Training and Documentation; Implementation and Deployment and maintenance / enhancement of Toronto Water's Network enterprise infrastructure environment.

 

  • Establishes and maintains business relationships with clients to discuss/assess clients' needs
  • Participate in the preparation of project charter, statements of work and project plans
  • Identifies risks and contributes to the development of action plans to mitigate
  • Conducts or leads team in delivery of projects or work packages
  • Liaises and co-ordinates with internal & external groups on accomplishment of deliverables
  • Prepares and presents status reports, variance explanations, findings from post-implementation project reviews
  • Assesses, analyzes, evaluates and recommends process & policy alternatives for projects & work packages, new releases of database and software
  • Identify business requirements and builds consensus amongst clients. Provides specialized technical expertise in Business Intelligence/Reporting, database or network administration
  • Prepares technical recommendations, Gap Analysis, Logical Data Models and Design documents for proposed solutions that leverage information & technology as part of the solution
  • Provides input to Data Management teams on transformation of clients' business requirements. Identifies and designs database structures to meet the Division's identified need for corporate data. Recommends improvements to current methodology, process, standards, and policies
  • Assists staff in understanding of business processes and logic; using knowledge of the system architecture, map the business processes to specific functional and data needs and create and maintain project artefacts containing important details that relate to Performance Management, Reporting (KPI) and Business Intelligence
  • Liaises with staff in development of test strategy, test cases & test scripts for system, performance, usability and acceptance testing of system solutions developed
  • Leads team to draft implementation & rollout strategies and plans
  • Conducts walk-through of deliverables to identify potential problems
  • Prepares training material and documentation for use by clients and staff. Conducts training
  • Collaborates with clients on Go/No cut-over decisions, e.g. roll-outs
  • Develops and communicates technology, application, and infrastructure standards and techniques to support the Technology environment(s) needed to support the programs of Toronto Water
  • Implements and provides technical support for tools and technologies used for data management
  • Participates in performance testing of database, application, and/or network infrastructure
  • Supports infrastructure and technologies utilized by Toronto Water
  • Provides consultation and advice on the use of the Division's Business Systems using knowledge of software development and design to implement and maintain section applications. Some travel within GTA required. May include off hours and weekends

 

 

 

Key Qualifications:

 

Your application must describe your qualifications as they relate to:

  1. College Diploma/Degree in Computer Science, Electrical/Electronic Engineering, Cybersecurity, Information Technology, or an equivalent combination of education and experience and industry certifications.
  2. Considerable experience planning, designing, implementing, and supporting secure enterprise and industrial network infrastructures within complex environments, including Cisco-based platforms and Microsoft Windows Server ecosystems.
  3. Considerable experience applying cybersecurity principles, technologies, and best practices to enterprise and Industrial Control Systems (ICS) / SCADA environments, including network segmentation, identity and access control, firewall and intrusion prevention technologies, secure remote connectivity, monitoring, incident response, and vulnerability management aligned with critical infrastructure security frameworks.
  4. Considerable experience with networking protocols, routing and switching technologies, and distributed communications architectures supporting LAN, WAN, data center, cloud, and operational technology environments, including redundancy, quality of service, wireless communications, and DDI-related services.
  5. Demonstrated experience supporting systems administration and virtualization platforms, developing technical documentation and design artifacts, and performing network and security assessments within enterprise and industrial environments to support reliable, secure, and resilient operations.
  6. Must possess a valid Province of Ontario Class "G" Driver's License and have daily access to a vehicle to travel to various work locations and construction sites and the ability to obtain a City Operator's Permit.

  • Experience in the development and implementation of standards, policies, procedures and guidelines to support operational processes.
  • Exposure to industrial/process control systems is an asset and highly desirable
  • Demonstrate fundamental knowledge of industry standards, protocols, system architectures and operating systems as related to the position.
  • Experience in preparing documents for acquisition of equipment or technology.
  • Strong skills in developing, maintaining and testing disaster recovery plans.
  • Physical ability to lift and move up to 50 lbs.
  • Knowledge of Ontario Occupational Health and Safety Act regulations, safety procedures and practices including personal protective equipment and hazardous environments.
  • Project Management Professional (PMP) certification is an asset.
  • Must be available for occasional after-hour (evening, weekend or overnight) work.
  • Possession of valid Ontario Class "G" Driver's License and access to a motor vehicle to travel within GTA for business purposes
