Major Responsibilities:

  • Administers, prepares, coordinates and reviews requirements, engineering designs, drawings, reports, specifications and any documentation related to Toronto Water projects, and Operations and Maintenance activities.
  • Prepares tenders, quotations and administers contracts for the installation, construction, rehabilitation, and maintenance of infrastructure to ensure contracts are carried out in accordance with City standards, specifications and procedures.
  • Conducts surveys, investigations, field inspections, assessments, studies and evaluates asset conditions for a variety of planned proposals, programs, and projects pertaining to Toronto Water facilities and infrastructure.
  • Assists or carries out technical work for the planning, tendering, construction, inspection and maintenance of municipal infrastructure.
  • Assists with the preparation of budget and tracking of expenditures and verifies activities for payment.
  • Prepares drafts of documents, contracts, estimates, specifications and agreements for existing and proposed facilities and other municipal infrastructure.
  • Prepares instructions, procedures, templates, correspondence and technical reports pertaining to issues relevant to Toronto Water.
  • Prepares, reads and interprets technical drawings.
  • Searches, evaluates and analyzes existing records, field notes, reports.
  • Checks and provides progress/inspection reports on the work of contractors, consultants and developers to ensure completeness, accuracy, use of safety equipment, adherence to approved designs, procedures, regulations, statutes, specifications and City standards, etc.
  • Coordinates work between suppliers/support groups and water treatment plant operation
  • Liaises with internal and external stakeholders, i.e. all facility work area teams, other Divisions, Utility companies, developers, public, contractors, consultants, architects etc. pertaining to water and wastewater infrastructure issues.
  • Investigates and responds to inquiries from the public, surveyors, consultants, contractors & internal customers related to construction and maintenance activities.
  • Develops, maintains and monitors programs and systems.
  • Performs and/or reviews research, monitors tests, collects data, conducts studies and/or calculations and analyzes technical data, prepares reports and making recommendations.
  • Programs, operates and maintains a variety of mechanical, digital, analogue, wireless, computerized and other equipment and systems in performing surveys, drafting, calculations, diagnostics, repairs, studies, data collection, etc.


Key Qualifications:
Your application must describe your qualifications as they relate to:

  1. Graduate in an Engineering Technologist Program or an approved equivalent combination of education and experience.
  2. Considerable experience in Engineering with practical experience in installation and/or rehabilitation of municipal Water Treatment facilities or Water Distribution infrastructure.
  3. Considerable experience in vertical projects, process, mechanical and electrical installations, building/civil construction and maintenance including planning, scheduling, estimating, coordination and inspection.
  4. Experience in the collection, evaluation, analysis of field data related to construction, maintenance management, optimization and process operation.
  5. Experience in a variety of systems related to engineering administrative procedures such as MS Office, CADD, etc.


You must also have:

  • Must possess a Class "G" or better Driver's License valid in the province of Ontario and must be eligible to obtain and maintain a City of Toronto driver's permit
  • Advanced knowledge of a variety of software packages including Microsoft Office Suite (i.e. Word, Excel, Outlook and Visio).
  • Knowledge and understanding of Municipal Civil/Mechanical Engineering principles, practices and construction methods related to water treatment, municipal watermain and building construction and maintenance philosophies, concepts, methods and materials.
  • Ability to read and interpret engineering drawings and documents, e.g. plans and profiles, surveys, Specifications, etc.
  • Knowledge and understanding with all relevant regulations, statutes, standards and practices (e.g. Occupational Health and Safety Act, Safe Water Drinking Act, Construction Lien Act).
  • Ability to perform manual and computerized mathematical calculations used in engineering analysis.
  • Knowledge of procurement and other purchasing procedures, such as, tendering and administration of construction contracts, request for proposals etc.
  • Ability to work effectively in a team environment with consultants, contractors, colleagues and other City employees at all levels and members of the public.
  • Excellent interpersonal skills with the ability to communicate effectively, both verbally and in writing, at all organizational levels.
  • Advanced problem-solving, project coordination skills and the ability to exercise independent judgement in dealing with technical matters.
  • Ability to plan, prioritize and organize and work with minimal supervision.
  • Ability to provide work directions to other staff.
  • Ability to support the Toronto Public Service values to ensure a culture that champions inclusiveness, equity, diversity and respectful workplaces.


Assets:

  • Membership or eligibility for membership in the Ontario Association of Engineering, Technicians and Technologists (OACETT) would be an asset.
  • Understanding of continuous improvement processes and practices (e.g. Lean-Six Sigma and/or project management certification would be an asset).
